일본의 토지이용유도 등에 의한 콤팩트시티 추진사업에 관한 고찰

국문 초록

도시재생뉴딜사업은 2014년부터 공모를 통해 도시재생뉴딜 시범 사업지를 선정해 오고 있으며, 도시재생뉴딜사업의 공모 유형은 기존의 일반근린형, 중심시가지형, 경제기반형에 우리동네살리기와 주거지원형을 추가한 총 5가지 유형이 있다. 하지만 기본적으로 이들 5가지 유형들은 대부분 대도시 중심의 기존 시가지의 재정비에 초점이 맞추어져 있으며, 지방중소도시들에 대해서는 계속적으로 성장하거나 성장할 수도 있다는 전제하에 추진되고 있다. 일본의 경우 저출산·고령화로 인해 확산된 시가지가 더 이상 과거와 현재의 의료·복지·교육지원·상업 등 생활서비스의 제공이 곤란해짐에 따라 2014년 8월 「도시재생특별조치법」의 일부개정을 통해 복지·의료·상업 등 생활서비스 기능과 거주를 집약시킨 콤팩트시티사업을 추진하고 있다. 따라서 현 시점에서 일본의 콤팩트시티 추진사업에 대한 연구는 향후 한국의 지방중소도시에 대한 도시재생뉴딜정책의 수립 및 사업 방식을 모색하는데 의미가 있을 것으로 생각된다. 본 연구는 이러한 연구의 필요성을 배경으로 첫째, 콤팩트시티 추진사업의 구조를 고찰하고, 둘째, 콤팩트시티 추진사업의 사업 방식을 분석하여 한국의 지방중소도시의 도시재생사업 정책 수립과 사업 방식 수립에 기초자료를 제공하고자 한다.

영문 초록

Since 2014, urban regeneration new deal projects have selected their own pilot project sites by means of public contests, whose types are classified as 5 following categories: general neighborhood type, central urban type, economy-based type, hometown revival type, and residential origin type. However, these 5 types are mostly focused on the renewal of pre-existing urban districts while, toward the local small/medium cities, they are being implemented under the assumptions that such cities will continuously grow. In case of Japan, the ever-expanding central urban districts could not supply the adequate civic service (which include medical service, welfare, education and commercial service) any more, due to diverse social problems such as low birthrates and aging societies. Accordingly, Japan initiated Compact City Projects , whose goal is to aggregate above-mentioned civic services and housing functions in one place by partial amendment on 「the Act of Urban Regeneration Special Measures」in August, 2014. Accordingly, studies on Japanese Compact City Projects may contribute decisive implications of how urban regeneration new deal policies should be guided on local small/medium cities. This study, understanding of such academic needs, aims to provide the basis of policy guidances for urban regeneration projects especially on those local small/medium cities by (1) scrutinizing structures of compact city projects and (2) businesss types of compact city projects.
