국문 초록

이 논문의 본 연구는 주택재개발사업에서 정비사업 전문관리업자 선정에 관한 조합원 신뢰도를 분석하고 관리업자 제도의 문제점과 개선방안을 제시하였다. 분석 결과 Ⅰ) 전문관리업자와 조합이 업무상 부조리에 대해 정직하고 공명하며, 투명한 업무처리를 하여야 한다, 이를 위해 첫째, 정비사업 전문관리업자에 대한 철저한 관리 감독과 부정부패를 막을 수 있도록 하여야 하며, 둘째, 상시감시제도를 도입하고 현재보다 처벌규정을 강화하여 비리의 발생을 원천 봉쇄하여야 한다. Ⅱ) 전문관리업자의 충분한 전문지식애 대해 첫째, 소속 임직원의 주기적 의무교육 시행 되어야 하며, 둘째, 철저한 교육과 감시 및 통제가 제도적으로 마련되어야 한다. Ⅲ) 업무종사자의 국가자격제도 도입에 대해 첫째, 정비사업이 다변화 되면 고부가가치 서비스 산업이 발생되고, 둘째, 인적 자원의 역량 강화와 우수 인력확보로 미래의 정비사업 및 부동산 종합서비스산업이 발전되고, 셋째, 조합원들의 신뢰가 확대될 것으로 판단함을 확인할 수 있다.

영문 초록

This study analyzed the reliability of the members in selecting the professional managers for the readjustment project in the housing redevelopment project, and presented the problems of the manager system and the improvement measures. Analysis result I) The professional managers and the cooperative should conduct honest, resonant and transparent work handling of work irregularities. First, they should be allowed to thoroughly supervise the maintenance project professional managers and prevent corruption. Second, they should introduce a regular monitoring system and strengthen the punishment regulations to prevent the occurrence of irregularities at source. II) On the professional caregiver s sufficient expertise, firstly, regular compulsory education of its executives and employees should be implemented, and secondly, thorough education, monitoring and control should be organized systematically. III) On the introduction of the national qualification system of the employees, firstly, it can be confirmed that the diversification of readjustment projects will result in high value-added service industries, secondly, the enhancement of human resources capabilities and the development of the comprehensive real estate service industry in the future by securing excellent human resources, and thirdly, the credibility of the members will be expanded.
