일본의 도시재생사업 평가제도에 관한 연구

국문 초록

본 연구에서는 일본의 도시재생사업 평가제도에 대해 분석하였다. 이를 위해 도시재생정비계획사업을 대상으로 실시되는 사업평가제도와 후쿠오카시 아일랜드시티지구에 대한 사업평가사례를 분석하였다. 이러한 분석을 통해 다음과 같은 결론을 도출할 수 있었다. 첫째, 일본의 도시재생사업은 교부금이 상시적으로 지원되고 있어 지방자치단체의 입장에서는 충분한 시간을 갖고 사업 실현성이 높은 사업계획을 세울 수 있다. 이러한 환경은 사업평가 시 도시재생사업의 실현가능성을 높이는데 긍정적인 영향을 미치고 있는 것으로 나타났다. 둘째, 일본의 도시재생사업은 정량화 지표에 대한 상세한 지침을 두고 있어 사업성과를 나타내는 목표치를 정확히 설정하도록 하는데 중점을 두고 있다. 목표치 설정에 대한 명확한 평가지침이 부재한 경우 지방자치단체마다 사업성과를 평가하는데 오류가 발생할 수 있다. 셋째, 일본의 도시재생사업의 경우 평가지표 수가 4개 전후로서 많지 않다. 이것은 지역이 당면한 핵심과제를 중심으로 평가지표를 설정하기 때문이다. 이는 도시재생사업을 모든 도시재생과제를 한 번에 해결하기 위한 일회성 사업이 아닌 도시재생과제를 연속적으로 해결해 나가기 위한 사업으로 인식하고 평가하기 때문이다. 넷째, 일본의 도시재생사업의 경우 지역주민에 대해 사업계획과 사업평가결과 등의 모든 과정을 공표하도록 하고 있다. 이러한 정보는 대부분의 지방자치단체 홈페이지 등에서 쉽게 확인할 수 있도록 상시적으로 게시하고 있다. 다섯째, 일본의 도시재생사업의 경우 사업성과에 대한 평가와 사업시행과정에 대한 평가가 이루어지고 있으며 특히, 후자의 경우 사업시행과정과 사업평가과정에 대한 주민참여와 투명한 공개 등이 강조되고 있다. 이는 사업예산 집행 측면에 대한 평가에 집중되는 경향이 있는 우리나라와 차이점을 나타내고 있다.

영문 초록

In this study, the evaluation system of urban regeneration projects in Japan was analyzed. To this end, we analyzed the project evaluation system implemented for urban regeneration readjustment planning projects and the project evaluation cases for the Fukuoka Island City District. This analysis led to the following conclusions:First, as grants are provided on a regular basis for urban regeneration projects in Japan, local governments can take sufficient time to set up projects with high project feasibility. This environment has been shown to have a positive effect on the feasibility of urban regeneration projects during project evaluation. Second, Japan s urban regeneration projects have detailed guidelines for quantification indicators, focusing on setting targets that represent business performance accurately. In the absence of clear assessment guidelines for setting targets, local governments may experience errors in assessing business performance. Third, in the case of urban regeneration projects in Japan, the evaluation index is not high with around four indexes. This is because the assessment is centered on key indicators directly related to regional tasks. This is also because urban regeneration is not considered a one-time project, but a concept of solving regional tasks continuously. Fourth, in the case of urban regeneration projects in Japan, all processes, including project plans and project evaluation results, are required to be published to local residents. Such information is posted on a regular basis for easy access on most local government websites. Fifth, in the case of urban regeneration projects in Japan, the evaluation of the project performance and the process of implementing the project is being carried out, especially in the latter case, the participation of residents and transparent disclosure of the implementation process are emphasized. This shows the difference from Korea, which is focused on evaluating project budget execution in the latter case.
