1990년대 신생 독립국 크로아티아에 있어서 ‘유고슬라비아’의 의미

국문 초록

1990년대 전반기 유고슬라비아 사회주의 연방공화국의 해체와 더불어;‘크로아티아 공화국’을 포함한 구(舊) 유고연방을 구성하던 각 공화국의 독립은 1990년대 이후 전 세계에서 벌어진 세계화(Globalization)의 시대적 흐름을 거스르는 것이었다. 하지만 그처럼 시대적 흐름을 따르지 못했던 구 유고연방으로부터 독립한 신생 독립국들이 세계를 향해 취했던 정책들의 분명한 차이를 통해서;2000년 이후부터 현재까지의 각 국가 상황이 결정되었다고 할 수 있다. 본고는 1991년 독립을 선언한 크로아티아 공화국이 체제 전환 이후 처해 있었던 역사·정치적 상황과 경제적 상황;사회·문화적 상황을 전반적으로 고찰한다. 불과 30여 년에 불과한 신생 독립국의 역사를 가진 ‘크로아티아 공화국’에 있어서 1990년대는 혼란의 시기이기도 했지만;또 다른 한편으로는;국가적 정체성을 확립하고 이를 전 세계에 알리기 시작하는 다양한 국가적 정책들을 펼치기 시작한 중요한 전환의 시기였다고도 정의할 수 있다. 1990년대 전·후반기를 거치며 크로아티아 공화국을 포함한 구 유고연방이 직면해야만 했던 사회·정치·경제적 변화의 내용을 본격적으로 살펴보기에 앞서;소련과 그 위성국이었던 여타 동유럽 국가들의 체제 전환 상황을 간단히 살펴보며;1990년대 미소 냉전의 한 축인 사회주의권 국가들이 ‘체제 전환’이라는 국가적 변혁을 맞이하던 시기에;미국을 선두로 또 다른 한 축을 구성했던 국가들이 어떠한 방향으로 나아갔는가 하는 점에 대해 함께 고찰한다. 소위 ‘세계화’라고 일컬어지는 1990년대의 변화에는 구 유고연방을 제외한 동유럽권 국가들이 체제 전환을 계기로 참여했지만;아쉽게도 크로아티아 공화국을 비롯한 구 유고연방 국가들은 저간의 역사·정치적 상황으로 인해 적극적인 참여가 제한되었다. 동유럽권 국가들까지를 포함한 ‘세계화’의 흐름에 적극적으로 동참하지 못했던 신생 독립국 크로아티아 공화국을 중심으로 그 근본적 원인과 더불어 ‘정치·경제적 상황’;‘언어정책과 문학의 동향’;‘민족 정체성의 구조화를 위한 국가 이미지 구축’;나아가 그와 같은 궁극적 목적을 달성하기 위한 ‘대중음악의 활용’이라는 측면까지 개괄적으로 고찰한다.

영문 초록

Along with the dissolution of the Socialist Federal Republic of Yugoslavia in the first half of the 1990s;the independence of the republics that made up the former Yugoslavia;including the Republic of Croatia;went against the trend of Globalization that had occurred around the world since the 1990s. However;it can be said that the situation of each country from 2000 to the present was determined through the clear differences in the policies that the newly independent countries took toward the world;independent of the former Yugoslavia;which could not follow the trend of the times. This paper examines the historical;political;economic;and social and cultural situation of the Republic of Croatia;which declared independence in 1991;after the transition. The 1990s were also a time of turmoil in the ‘Republic of Croatia’ with a history of only 30 years as a newly independent country;but on the other hand;various national policies were implemented to establish a national identity and promote it to the world. It can also be defined as a period of important transition that began. Before examining the social;political;and economic changes that the former Yugoslavia;including the Republic of Croatia;had to face during the first and second half of the 1990s in earnest;we briefly review the systemic transition of the Soviet Union and other Eastern European countries that were satellites of it. It discusses the direction in which the countries that constituted another axis;led by the United States;moved in a time when the socialist countries;one axis of the Cold War between the US and the United States in the 1990s;were facing a national transformation called ‘systemic transformation’. In the 1990s;so-called ‘Globalization,’ Eastern European countries except the former Yugoslav Federation participated in the transition;but unfortunately;the former Yugoslav Federation;including the Republic of Croatia;was restricted from active participation due to historical and political circumstances. Focusing on the new independent Croatia Republic;which has not actively participated in the trend of ‘Globalization,’ including Eastern European countries;it examines the fundamental causes;‘political and economic situation,’ ‘trend of language policy and literature,’ and ‘use of popular music’ to achieve such ultimate goals.
