푸틴 4기 러시아의 석탄산업 정책과 석탄 수출

국문 초록

본 논문은 2018년 5월부터 2021년 10월까지 본 연구주제의 관련 문헌과 통계 분석을 통해 러시아의 석탄산업 정책과 석탄 수출의 방향이 동북아시아 국가들과의 연계와 협력을 강화하는 방향으로 진행되는 원인을 분석하고자 하였다. 러시아의 석탄산업은 국내 화석연료 소비에 있어서 석탄은 원유와 천연가스에 비해 수요가 크지 않기 때문에 해외 수출을 통해 이윤을 창출하고 있었다. 그러나 유럽의 탄소중립 목표 달성을 위한 재생에너지 사용 확대와 코로나 19 팬데믹에 따른 경제 활동 축소에 따른 석탄 수요 감소는 러시아의 유럽으로의 석탄 수출 감소를 유발하였다. 러시아 연방정부는 2018년 5월 블라디미르 푸틴의 4번째 임기가 시작된 후부터 러시아 석탄산업의 대 유럽 수출 감소로 인한 경제적 손실 보완을 위해 철강 산업과 석탄 화력발전의 수요가 지속되고 있는 중국;한국;일본 등의 동북아시아 국가들과의 협력과 연계를 강화하고 있다. 이를 위해 러시아의 주요 탄광들과 시베리아 횡단철도의 연결;극동 러시아 항구들의 석탄 수출 능력 증대를 위한 항만 설비 현대화를 추진하고 있다. 또한 러시아는 2021년 9월부터 국내 전력 공급의 어려움을 겪고 있는 중국에 석탄 수출량을 늘리고 있고 러시아와 중국의 기업들이 엘가탄전과 극동 러시아의 탄광을 공동 개발하고 있다. 동북아시아를 연결하는 시베리아 횡단철도와 극동 러시아의 항구들의 석탄 운송 규모의 제한;국제사회의 온실가스 배출량 감소와 기후변화 대응 요구는 러시아가 희망하는 대로 동북아시아로의 석탄 수출을 증대하는 데 어려움으로 작용하고 있다. 그러나 중국은 자국의 석탄산업의 채굴 및 생산만으로는 국내 석탄 화력발전소들에게 안정적으로 연료를 공급하기 어려우며 일본;한국은 철강 산업과 화력발전소의 석탄 수급의 안정을 위해 지리적으로 인접한 러시아산 석탄의 도입이 필요하다. 러시아도 극동 시베리아의 석탄산업과 지역경제 활성화를 위해 동북아시아 국가들과의 협력을 지속해야 한다. 그렇기 때문에 러시아와 한국;중국;일본 간의 석탄 무역과 협력은 동북아시아 에너지 협력을 강화하는 계기로 작용할 것이다.

영문 초록

This paper analyzes Russia s coal industry policy and coal exports to strengthen linkage and cooperation with Northeast Asian countries. Statistical analysis was conducted on related literature from May 2018 to October 2021 of the study topic. Overseas exports were the primary profit drivers of Russia s coal industry since domestic coal demand was lower than crude oil and natural gas in domestic fossil fuel consumption. However;the expansion of renewable energy in Europe to move to carbon neutrality and the reduction of economic activity following the COVID-19 pandemic resulted in Russia s European coal exports to decrease. Since the inception of Vladimir Putin s fourth term in May 2018;the Russian federal government focused on strengthening cooperation and links with Northeast Asian countries such as China;South Korea;and Japan;where continued demand for coal have to some degree;compensated for the economic losses caused by falling European exports. Russia s major coalmines and the Trans-Siberian railway are being connected and modernized to strengthen collaboration between Russia and these three Northeast Asian countries. Furthermore;port facilities;such as those in Vladivostok;are being modernized to increase Russian coal export capacity in the Far East. Additionally;Russia has been increasing coal exports to China;which has been suffering from domestic power supply problems since September 2021. Russian and Chinese companies are jointly developing coalmines in Elga;in eastern Siberia to address this problem. Russia’s restrictions on the amount of coal transported via the Trans-Siberian railways linking Northeast Asia and Russian Far East ports;together with the demands of greenhouse gas emission reduction and response of climate change are hindering Russian attempts to significantly increase coal exports to Northeast Asia. However;China;Japan;and South Korea need the geographically adjacent Russian coal to stabilize the supply and demand of coal in their steel industry and thermal power plants. Russia should also continue to cooperate with Northeast Asian countries to revitalize the coal industry and regional economies of Siberia and the Far East. Therefore;coal trade and cooperation between Russia;South Korea;China;and Japan will serve as an opportunity to strengthen energy cooperation in Northeast Asia.
