국문 초록

이 연구는 컨설팅장학이 전국적으로 시행된 지 3년 차가 되는 2013년도의 시･도교육청별 컨설팅장학 운영현황, 공통점과 차이점을 비교･분석하고, 컨설팅장학의 질 제고를 위한 과제를 탐색하는 데 목적이 있다. 이를 위해 전국 17개 시·도교육청의 자료를 수집·분석하고, 보다 심층적인 분석을 위해 4개 시·도교육청의 컨설팅장학 담당자를 대상으로 면담조사를 수행하였다. 컨설팅장학 운영현황은 선행연구를 토대로 크게 실행영역, 인적영역, 지원영역으로 구분하여 분석하였다. 분석결과를 토대로 시･도교육청 교육정책과 컨설팅장학의 연계, 컨설턴트 연수과정의 심화 및 영역 다양화, 컨설팅장학 운영사례 공유와 확산을 위한 시･도교육청 간 교류 확대 등을 개선과제로 제언하였다.

영문 초록

This study aims to identify and compare characteristics of consultative supervision implementation in 17 Metropolitan and Provincial Offices of Education(MPOEs) and to suggest measures to improve consultative supervision operation. Consultative Supervision became the main function of Local Offices of Education(LOEs) since 2010 throughout the nation and each metropolitan and provincial offices of education has developed its own consultative supervision policies. For this study, official data were collected and supervisors of MPOEs and LEOs were interviewed. The characteristics of consultative supervision implementation were analysed in three main areas: implementation and practicing process, human resource, and supporting system. Based on the comparative analysis, several policy measures were suggested.
