독일의 (비)장애인 직업교육훈련에 대한 소고

국문 초록

본 연구는 독일의 장애인 직업교육훈련 시스템을 분석해 보고, 한국의 교육제도가 가지고 있는 문제점의 해결책으로서 독일의 직업교육제도를 벤치마킹할 모델로 제시하였다. 지금까지 실업계 중등교육과 직업교육훈련 시스템을 잘 발전시켜 온 독일을 모델로 하여 한국의 대학입시 위주의 교육을 직업교육 위주로 바꾸어야 함을 강조하였다. 본론에서 독일의 직업교육훈련 시스템을 비장애학생 영역, 경증장애학생 영역 그리고 중증장애학생 영역으로 나누어 분석하면서 한국의 교육제도에 독일의 직업교육제도를 벤치마킹해서 한국식 직업교육훈련 시스템을 확대 적용해야 할 필요가 있음을 결론 내렸다. 특히 경증장애학생 영역의 특수교육과 직업교육 확립을 위해 특수학급이나 특수학교를 설립할 필요가 있다. 한국에 산학일체형 도제교육이 이미 도입되었지만 제대로 직업교육훈련 시스템으로 정착을 하지 못하고 있다. 대학 진학을 목표로 하는 인문계 상위권 학생들을 제외하고 나머지 학생들은 고등학교 과정의 산학일체형 직업학교에서 직업교육을 받을 수 있는 교육제도로 개혁을 할 필요가 있다.

영문 초록

This study analyzed Germany s vocational education and training system for the disabled and presented a benchmarking model of Germany s vocational education system as a solution to Korea s educational system problems. Based on the model of Germany, which has developed the secondary education in the most practical industry and vocational education training system, it was emphasized that Korean university entrance-oriented education should be changed mainly to vocational education. In the main issue, the German vocational education and training system divided into non-disabled, mildly disabled and severely disabled areas should be extended to the Korean vocational education and training system by benchmarking the German vocational education system in Korea s education system. In particular, special classes or special schools need to be founded to establish special education and vocational education in the area of students with mild disabilities. Industry-academic integrated apprenticeship education has already been introduced, but it has not been properly established as a vocational education and training system. Except for top-ranked students in academic high school who aim to enter university, the rest of the students need to reform with an education system that allows vocational education at industrial-academic vocational schools in high school courses.
