주거환경개선사업의 효율적 추진방안에 관한 연구

국문 초록

본 연구는 서울특별시 신림동 강남아파트의 주거환경개선사업의 사례와 현황 등을 분석하여 지연을 비롯한 다양한 형태로 나타나는 문제점들을 도출하였다. 이러한 유형의 문제점들에 대한 개선방안으로는 먼저, 사업 대상지의 자연환경이나 지역 주민들의 사회ㆍ경제적 수준 등이 고려된 상태에서 지역의 자치구나 SH공사 등 공공부문에서 적극 협력하는 형태로 진행될 필요가 있다. 또한, 주거환경개선사업이 보다 효율적적으로 진행되기 위해서는 국가 또는 지자체 등의 지속적인 재정지원 등 공공부문의 기능과 역할이 보다 강화되어야 추진력과 투명성을 동시에 달성할 수 있다. 주거환경개선사업의 추진에 있어서 공공지원민간 임대주택사업의 시행방안을 도입하여 저소득층의 주거복지를 실현하는 형태로 진행될 경우에는 SH공사나 LH공사가 조합의 사업비 조달, 정비계획 등 인ㆍ허가 등의 업무 지원을 하고 해당 지자체는 정비계획 등 인ㆍ허가신청과 용적률 상향 등 적극적인 행정지원을 아끼지 않는 이원화된 시스템을 구축하고 그 구축된 시스템 하에서 주거환경개선사업이 진행된다면 주거환경개선사업에서 나타나는 문제점의 개선을 통하여 사업의 효율성을 달성할 수 있다.

영문 초록

The purpose of this study is to review the laws and policy related to the Residential Environment Improvement Project and to suggest ways to improve the problems of Kangnam Apartment Residential Environmental Improvement Project in Sillim-dong. The research methods were divided into two main categories. First, the theoretical review was made based on the related articles including laws and policy related to the residential environment improvement project. Second, the problems are elucidated through the case analysis of the residential environment improvement project and the improvement plan is suggested. In order for the residential environment improvement project to be efficient and rational, it is necessary to strengthen the functions and roles of the public sector and financial support of the national and local governments. Apart from the intent of Kangnam Apartment Residential Environmental Improvement Project in Sillim-dong has left various problem of delayed the project for a long time. This is because we have left the Residential Environmental Improvement Project to the private of leaving only to the Partnership sector only. In order to solve the delays and various problems of the project, first of all, the project will actively cooperate with the public sector such as the local autonomous government or the SH government, considering the natural environment of the project site and the social and economic level of local residents.
