개업공인중개사 등의 연수교육 문제점과 개선방안

국문 초록

개업공인중개사 등이 부동산제도와 부동산시장의 변동에 부응하는 전문지식과 소비자 이익보호 및 개인정보보호에 관한 교육, 직업윤리교육을 강화하기 위하여 시ㆍ도지사가 기존의 실무교육 이외에 추가적으로 ‘실무교육을 받은 개업공인중개사 및 소속공인중개사’에게 2년마다 연수교육을 실시하고 중개보조원에게도 고용신고 전에 직무교육을 실시하도록 하였다. 2014년 6월 4일부터 처음으로 연수교육을 실시하면서 나타난 긍정적인 효과와 문제점을 살펴본 결과 교육대상자들이 교육의 필요성은 인정하지만 교육의 기회비용 대비 편익은 낮았다고 조사되었다. 포괄적이고 일반적인 연수교육보다는 특정분야별로 교육일정을 정하여 해당분야의 전문가를 통하여 체계적 교육을 한다면 피교육자들의 교육몰입도가 클 것이며 시간과 비용 대비 편익이 클 것이다. 총교육시간은 한정되어 있는데 교육과목은 많으므로 각 과목에 대한 적절한 시간배정이 쉽질 않았다. 교육방법으로는 강사의 지식전달형 교육은 단방향이므로 교육효과가 낮았다. 또한 대부분 공인중개사 등이 업무시간으로 인한 교육시간의 제약을 해결하기 위하여 교육시간의 일부를 사이버교육으로 실시하는 것이 적절하다. 집합교육방법도 강사의 지식 전달형 강의방식보다는 부동산중개업을 영위하면서 경험한 다양한 사례를 발표하고 이를 토론하면서 결론적 대안을 도출하는 교육방식을 선호하였다.

영문 초록

There is a need to reinforce expertise and education concerning the protection of consumer interests and of personal information and concerning vocational ethics for practicing certified real estate agents to respond to the volatility of the real estate system and the real estate market. For this purpose, it is provided that mayor and provincial governors shall conduct in-service education, every two years, for practicing real estate agents and affiliated real estate agents receiving job education additionally other than existing job education. This study attempted to investigate the positive effect and problem arising from the implementation of inservice education for the first time since June 4, 2014. And it was found that educational recipients conceded the necessity for education but their benefit to opportunity cost of education was low. If systematic education is provided for them by specialists in the competent field through the educational schedule of each specific field rather than allinclusive and general inservice education, they would come to have the degree of educational involvement and the great benefit to time and cost. Proper time allocation to each subject would not be easy as there are limited total educational time and many educational subjects. The educational method of knowledgedelivery type through the lecture was found to have the low educational effect as it was unidirectional. And it is proper that most of the certified real estate agents should be provided with cyber education during some of the educational time in order to resolve its constraint due to their business hours. And they showed a preference for the educational method that they should elicit a conclusive alternative while presenting and debating diverse cases obtained from the operation and experience of the real estate brokerage business rather than the teaching method of knowledge-delivery type in terms of the method of collective education.
