국가인권정책기본계획, 차별금지법의 위험요소와 기독교교육적 대응방안 연구

국문 초록

기독교계 대부분이 반대했던 국가인권정책기본계획(NAP) 안이 2018년 8월 7일 국무회의에서 통과되었다. 그리고 국가인권정책기본계획의 기본적이고 중심적인 내용이 담겨 있는 차별금지법안도 국회에 상정되고 폐기되고 하는 반복 과정을 거치고 있다. 현 정권이 차별금지법에 대한 옹호 입장을 가지고 있기 때문에 차별금지법이 통과될 가능성이 높은 상황에 있다. 대다수의 기독교계는 국가인권정책기본계획과 차별금지법에서 나오는 “성소수자의 인권 보호”가 “동성애 옹호”의 측면이 있다고 해석하기 때문에 반대 입장을 가지고 있지만, 정작 국가인권정책기본계획과 차별금지법에서 나오는 어떤 구체적인 내용이 기독교적인 관점에서 보았을 때 위험한지에 대해서는 큰 관심을 가지고 있지 않아 보인다. 그렇기 때문에 기독교적인 관점에서 국가인권정책기본계획과 차별금지법을 최대한 객관적으로 분석한 연구가 나오지 않고 있다. 이런 상황에서 본 논문은 국가인권정책기본계획과 차별금지법이 무엇인지에 대해서 국가인권정책기본계획과 차별금지법의 내용을 분석하면서 국가인권정책기본계획과 차별금지법을 정확히 이해할 수 있도록 소개했고, 국가인권정책기본계획과 차별금지법을 기독교적 관점에서 살펴보았을 때 어떤 면이 위험한지를 분석했고, 기독교교육적으로 대응할 수 있는 방안이 무엇인지 교회교육, 가정교육, 학교교육, 사회교육의 영역에서 제시해보았다.

영문 초록

National Action Plans for the Promotion and Protection of Human Rights (NAP), which most Christians opposed, was passed at a Cabinet meeting on August 7, 2018. The Anti-Discrimination Law, which contains basic and central contents of the NAP, is being submitted to the National Assembly and discarded. The current administration has a position of advocating the Anti-Discrimination Law, which is highly likely to be passed. Most Christians disagree the NAP and the Anti-Discrimination Law because they interpret the “protection of human rights for the sexual minority” from the NAP and the Anti-Discrimination Law as the “protection of homosexuality.” However, they do not seem to have much interest in what specific details of the NAP and the Anti-Discrimination Law are dangerous from the Christian point of view. Therefore, no research has been conducted to analyze the NAP and the Anti-Discrimination Law as objectively as possible from a Christian perspective. Under these circumstances, this paper introduced and analyzed the NAP and the Anti-Discrimination Law, so that one can understand them. After that, based on the NAP and the Anti-Discrimination Law from a Christian point of view, the researcher analyzed the risk factors of them and presented the measures in the areas of church education, home education, school education, and social education.
