국문 초록

본 연구는 서울특별시 서대문구의 민관협력 사업을 사례로 지방정부의 시민참여 현황을 분석하고, 정책적 시사점 제시하는 것을 목적으로 한다. 이를 위해 민관협력 시민참여에 대한 운영실태 조사, 설문조사, 포커스그룹 인터뷰를 진행하였다. 수집된 자료 분석 결과, 참여자 구성에 있어 공개모집 등이 확대되면서 일반시민의 참여비율이 높은 것으로 나타났다. 그러나 참여자 구성에 있어 포괄성이 더욱 확대될 필요가 있고, 참여자의 대표성･전문성･책임성이 낮은 수준으로 인식되고 있어 참여자의 역량을 강화하기 위한 노력을 기울일 필요가 있는 것으로 나타났다. 참여 방법에 있어 협력의 비율이 다소 높게 나타났으나 참여자의 역할이 의견제시자의 역할에 머물고 있었다. 의제설정 단계에서부터 시민참여가 다수 이루어지고 있다는 점에서 긍정적으로 해석되나, 시민들이 아이디어를 제안하는 수준에서 그치고 있다는 점이 한계로 제시되었다. 의사결정 권한의 경우 시민과 공무원 간에 인식 차이가 크게 나타나 이러한 격차를 해소할 수 있는 방안이 모색될 필요가 있는 것으로 나타났다. 시민참여의 결과가 정책에 높은 수준으로 반영되고 있는 것으로 조사되었으며, 시민참여를 통한 정책의 영향력에 있어서 시민들이 공무원보다 긍정적으로 평가하고 있는 것으로 나타났다. 분석 결과를 바탕으로 시민 참여자의 포괄성･대표성･전문성 강화 방안, 정부와의 협력자 및 공동생산자로서의 참여자 역할 확대 방안, 촉진자로서의 정부 기관의 역할 변화 등에 대한 정책적 시사점을 제안하였다.

영문 초록

The purpose of this study is to diagnose the current state of citizen participation of local governments and suggest policy implications by analyzing the case of the public-private governance initiatives in Seodaemun-gu, Seoul. Two surveys and focus group interviews were conducted in order to collect relevant data. The empirical results show that the inclusiveness of participants needs to be further strengthen when selecting participants. Policy efforts to strengthen the participants’ capabilities also need to be made as the representativeness, professionalism, and responsibility of the participants are perceived to be low. In terms of the participation method, the level of collaboration is rather high, but the participants seem to remain in the role of opinion presenters. Although citizen participation takes place from the agenda setting stage, it turns out that it is all about suggesting policy ideas. A big gap exists in perception between citizens and public officials in terms of decision-making authority, which requires a way to bridge such a gap. The final results of participation tend to be well reflected in the policy at a high level of more than 70%, and citizens tend to evaluate the power of participation stronger than the civil servants. Based on the results, policy implications are proposed in terms of strengthening the capabilities of participants, expanding the role of participants as cooperators and co-producers, and changing the role of public officials as facilitators.
