국문 초록

본 논문은 서울대학교 통일평화연구소가 2007년부터 매년 실시해오고 있는 통일의식 조사 데이터를 이용, 한국인들이 국제 관계에 대해 갖고 있는 태도를 유연한 현실주의라는 시각에서 분석하는 내용이다. 미국, 일본, 중국, 러시아 등 주변 4개국 및 북한에 대한 한국인의 태도는 기본적으로 국가는 자국의 이익을 최우선적으로 추구하는 존재이며, 국제 관계의 근저에는 갈등의 요소가 존재한다는 현실주의(realism)적 특징을 보이고 있다. 이러한 현실주의적 특징은 또 동시에 미국과 북한에 대한 호감과 위협이 공존하는 이중적 태도와 결부되는데, 이러한 일견 모순되는 태도는, 현실주의적인 태도를 견지하면서도 지나친 불신과 적대감에 치우치지 않고 상황의 변화에 따라 유연성 있게 상대방에 대한 태도를 바꾸는 한국인들의 현명함을 반영하고 있다. 이러한 두 가지 특징, 현실주의와 유연함이 대단히 잘 조화되고 있는 한국인들의 이런 국제 인식은 한국인들은 한반도와 관련된 국제 환경에 대해 대단히 잘 적응된 인식 체계를 갖고 있음을 뜻한다.

영문 초록

The Institute for Peace and Unification Studies (IPUS) of has conducted annual unification attitude survey since 2007. Using the IPUS data, this research aims to analyze Koreans” attitude toward international relations and neighboring countries. Koreans have very robust and realistic attitudes toward international affairs, which this study calls “flexible realism.” In relation to the U.S., China, Russia, Japan, and North Korea, the surrounding powers around Korean peninsular, Korean attitude for them is realistic, which is based on a notion that a state pursues national interest to survive in the anarchical international regime, and that conflict is a default mode of every international relation. Another trait of this realist attitude is that Korean do not reject the peaceful coexistence with its neighboring countries, which even includes North Korea. Thus, Korean realism is flexible, meaning that it is differentiated from rigid hatred or excessive distrust, which leaves a room for cooperation and coordination based on rational calculation of national interests. These two traits, realism and flexibility, mean that Koreans have very well adjusted and mature attitudes toward international relations.
