국문 초록

이 글은 러시아의 에너지수송망 구축 정책에 드러난 러시아의 국민국가 중심의 네트워크 국가전략의 내용과 그것이 기존 네트워크 세계정치론에 대하여 지니는 의미가 무엇인가를 밝히려는 시도로서, 장기적 전략에 기초한 러시아 에너지외교가 러시아의 경제적 이해(利害)를 확대하려는 고려뿐만이 아니라 더 거시적인 러시아의 외교ㆍ안보적 이익을 확대하기 위한 고려에도 입각해 있음을 보여주고 있다. 특히 러시아의 에너지자원이 대외적 영향력의 원천으로 활용됨에 있어 러시아의 국영기업의 에너지수송 네트워크에 대한 통제와 그 신축사업 지니는 전략적 의도 및 그 효과를 규명함으로써 러시아의 석유ㆍ가스 파이프라인의 네트워크의 특징을 러시아의 서(西)향성, 중(中)향성, 동(東)향성이라는 세 지전략적 지향성의 관점에서 분석하였다. 또한 러시아 에너지수송망 구축이 가지는 네트워크이론에 대하여 가지는 함의와 관련하여 러시아의 석유ㆍ가스수송 네트워크를 확충하려는 국가전략을 러시아의 위치권력의 핵심인 중앙성(centrality)을 극대화하기 위한 방안으로 에너지수송 네트워크 구축사업을 해석하는 것이 가능함을 보여주었다. 결국 러시아의 에너지외교 전략은 에너지수송망의 구축이라는 국가적 사업을 통해 유라시아 국가로서의 러시아가 행사하는 위치권력을 실현하여 전방위적 ‘스윙 생산자’나 에너지자원의 국제정치에 있어서 ‘브로커’로서의 네트워크 권력을 강화하는데 그 목표를 두고 있다.

영문 초록

This article shows that Russia’s energy diplomacy reflects not only national economic interests but also geopolitical interests based upon long-term strategic consideration, closely examining the process of Russia’s energy policy paln of energy pipeline network formation. Russia tried to secure its energy policy means by strengthening its control over the energy cooperations such as Gazprom and Trasneft’. In this article, Russia’s energy diplomacy is evaluated by two criteria such as Russia’s geostrategy and its network politics implementation. The considerations on three complicated and interconnected directions (Western, Central, Eastern) of Russia’s diplomacy played a crucial role in Russian foreign policy formation process. These considerations also seriously affected the Russia’s energy diplomacy and Russia’s plan for energy transportation pipeline network construction. Concerning the network politics implementation of this energy transportation construction policy, Russia’s intention can be understood as a trial of maximizing its ‘positional power’ by fortifying its ‘centrality’ on the energy transportation network in Eurasia. In this regard we can conclude that Russia tries to become a ‘swing producer’ or ‘broker power’ in Eurasian energy politics.
