장 모네(Jean Monnet), ‘유럽인 로비스트?’

국문 초록

본 연구는 로비 활동을 정치적 행위자간들 간의 전문적인 지식과 정보를전달하는 일종의 교환과 소통과정으로 정의하고, 다음으로 지식네트워크를적극 활용하여 유럽통합을 성공적으로 이끈 장 모네와 그의 네트워크 활용을 로비활동 개념에 비추어 설명한다. 이를 통해 모네 네트워크가 어떻게 국경을 초월하여 유럽통합 정치에 영향을 미쳤는지를 구체적으로 분석한다. 모네는 정치가-전문가-언론인 네트워크와의 관계 및 그것의 적극적인 활용을 통해 유럽통합을 이끌었다. 모네의 역할은 소통의 중심(hub)에서 그러나 전면이 아닌 막후에서 다양한 이해관계와 차이를 조율하며 유럽통합 발전을 이끌었다. 1954년 유럽방위공동체 실패 이후 초국적 정치가 및 지식인들로 이루어진 네트워크를 적극 활용해 그의 유럽통합의 방향과 목표를 관철시키고 유라톰의 성공을 이끌었다. 이러한 측면에서 그를 ‘네트워크 중심의 인물’ 또는 ‘로비스트’라고 정의할 수 있다.

영문 초록

This work attempts to identify the lobby as the way of communication and exchange that an actor conveys the special knowledge and information to the other actor. And then, it gives it a try to explain the work of Monnet Network which was constituted by the elites, ex. politician, specialist and journalist as the act of lobby. This study also aims to analyse the way how Monnet Network influences to the european politics. Monnet leads the european integration through the relationship of politician-specialist-journalist and the use of this Network. By mediating the different interests among the countries, Monnet developed the european unification in the middle of communication and in the shadow. After the failure of EDC(1954), he made full use of the Action Committee of United States for Europe which were constituted of the european politician and thereby contributed to the establishment of EURATOM. In this perspective, we can call Monnet as the european lobbyist.
