노동 이주민 통합에 있어 문화와 경제의 의미

국문 초록

서독은 전후 경제부흥과 함께 노동력의 부족으로 노동이주가 필요했던 전형적인 서유럽 국가였으며, 터키는 1961년 국가 간 협정으로 서독에게 단순 노동력을 제공한 국가 중 하나였다. 오늘날 독일의 가장 큰 이주민 집단인 터키 이주민은 독일 통일, 9.11, 유럽에서 발생한 일련의 이슬람 테러 등으로 인해 이주민 통합 논의에서 화제의 중심이 되었다. 그러던 중 2010년 8월 30일 발간된 한 권의 책으로 인해 그들은 이제 주변의 불편한 시선을 받고 있다. 저자가 진보정당인 사민당 소속에 이주민 문제와 직접 관련이 없는 재정전문가라는 점이 책에 대한 기대를 높여주었고, 그 결과 책은 발간 15개월 만에 무려 150만부가 팔려나갔다. 이주민 위그노의 후손인 저자 자라친(Thilo Sarrazin)은 터키 이주민이 ‘무슬림 특유’의 낮은 교육열과 높은 출산율로 인해 단기적으로는 복지재정을 축내고, 장기적으로는 독일을 하향 평준화시켜 국가 경쟁력을 약화시킬 위험성이 있다고 경고했다. 이미 진부해진 이주민 통합 문제를 복지국가 위기론과 결부시킨 것이 책의 성공 비결이었다. 이슬람에 호의적인 사람이라도 복지재정의 누수를 용납하기는 쉽지 않기 때문이다. 이 글은 자라친이 제기한 몇 가지 문제를 논제로 삼아 노동 이주민의 문화주의적 통합론을 비판적으로 검토해보고자 한다. 그의 저서는 사회 문제를 다룬 책으로는 유례를 찾기 어려운 성공을 거두었다는 점에서 오늘날 이주민을 바라보는 독일의 시각을 어느 정도 대변한다고 볼 수 있으며, 따라서 논의의 출발점이 될 만하다. 그러나 그의 저서 역시 이슬람/무슬림이라는 프리즘에 의해 굴절된 시각으로 터키 이주민을 바라본다는 점에서 기존의 문화주의적 통합론과 다르지 않다. 이주민은 일상에서 문화적 현상으로 나타나지만, 그들의 본질은 무슬림이 아닌 외국인 단순 노동력이라는 사회·경제적 역할이나 노동시장과의 관련 속에서 규정되는 것이 타당하다. 이러한 관점에서 통합 문제에 접근하면 보다 생산적인 결론에 도달할 수 있다. 이 글은 이러한 문제의식에서 출발한다.

영문 초록

West Germany was a typical Western European countries needed labour immigrants due to the lack of necessary workforce with post-war economic revival, Turkey was one of the countries provided rich simple workforce according to agreement with the government of West Germany in 1961. Turkish immigrants as the biggest migrant group in Germany today become one of the key topics in the problem of the integration of the migrants after German reunification, 9.11 and a series of the Islamic terrorism in Europe. Furthermore, a book published on 30th August 2010 concentrated the uncomfortable attentions of the German society to them. The fact that the author is a Social Democrat and as a financial expert not directly involved in immigrant issues gave raising expectations for the book. The result is that the book sold nearly 1.5 million copies in 15 months published. Thilo Sarrazin, a descendant of French immigrants Huguenot, warned that there are dangers: Turkish migrants due to the low emphasis on education and a high birth rate as Muslim distinctive are eating the welfare finance in the short term; they get Germany into downward leveling and as a result weaken the country s competitiveness. It was a reason for the success of the book that a cliché immigrant integration issues are combined with the crisis of welfare states. This article wants to review critically the cultural approach to the immigrants integration with the several issues raised by the Sarrazin’s book. His writings can be seen as a somehow common view of German society on the immigrants problem, because it achieved a tremendous success that the books dealing with social issues are normally difficult to find. However, his book also looks at the Turkish settlers through the Islamic/Muslim prism, therefore it is not unlike traditional cultural integration thesis. In everyday life migrants appear as a cultural phenomenon, but it would be reasonable that their essences are to be founded in their socio-economic roles as a foreign simple labor, or in the context of the labor markets. This article starts from the hypothesis.
