1814년 9월 오스트리아 수도 빈에서 범유럽 국제회의가 성대하게 막을 올렸다. 주요 현안은 러시아, 프로이센, 오스트리아, 영국 등 승전 4대강국에 의해 주도되었으나, 프랑스 대표 탈레랑의 능란한 술수 덕에 프랑스도 강대국의 일원으로 협상에 끼어들었다. 흔히 빈 협상은 정통성과 세력균형이라는 두 원칙을 기반으로 이루어졌다고 말한다. 하지만 영토 협상과 타결 과정을 살펴보면 정통성보다는 세력균형이 더욱 중요한 관건으로 작용했음을 알 수 있다. ‘유럽 협조’라 불리는 19세기 유럽의 국제질서 체제는 1818년부터 1822년까지 개최된 일련의 유럽 회의들로 구성된 ‘회의 체제’로 구체화되었다. ‘유럽 협조’는 빈 회의 이후 19세기 내내 유럽에서 관철된 세력균형의 표현이었다. 최근에 역사가들은 빈 회의 이후 성립한 것은 18세기식의 낡은 세력균형의 재현이 아니라 새로운 형태의 안정적인 정치적 평형이었다고 주장한다. 유럽의 국제정치는 나폴레옹전쟁과 빈 회의를 거치면서 ‘기계적인’ 평형에서 ‘유기적인’ 평형으로 바뀌었다는 것이다. 이렇게 볼 때, 19세기의 유럽질서는 강대국들의 패권정치의 무대이기만 했다기보다는 일정한 규범과 질서를 가진 연대보장 체제였다고 평가할 수 있을 것이다.

영문 초록

The diplomatic negotiations at Vienna from September 1814 to June 1815 took place amidst scenes of glittering splendour. The major territorial issues were decided by the victorious Great Powers, Russia, Prussia, Austria and Britain, who were persuaded by Talleyrand, head of the French delegation to include France among the Five Great Powers. It is commonly stated that the Vienna Settlement was based on the twin principles of ‘legitimacy’ and ‘balance of power’. But the evidence suggests that the allied leaders did not regard legitimacy as very compelling principle, its application being haphazard. It was plain, in the final territorial solution, that the balance of power was more important than legitimacy. The Congress System, which took the form of a series of congresses held between 1818 and 1822, can be regarded as a practical expression of the rather general concept of the Concert of Europe. The Concert of Europe represented the balance of power that existed in Europe from the Congress of Vienna through the mid-nineteenth century. In recent years some historians have argued that the old formulae for ‘balance of power’ were in fact highly destabilizing and predatory. They said the Congress of Vienna avoided them and instead set up rules that produced a stable and benign equilibrium. In short, it was no more 18th-century style of ‘mechanical’ equilibrium, but a new type of ‘organic’ equilibrium that the Concert of Europe managed to maintain. In this sense, the European Concert System can be regarded as a mutual security institution with some normative values rather than as a stage of political hegemony of Great Powers.
