국문 초록

「유비쿼터스도시의 건설 등에 관한 법률」은 유비쿼터스(ubiquitous) 기술을 도시의 기반시설 등에 결합시켜 도시의 경쟁력을 향상시키고, 국민의 삶의 질 향상과 국가 균형 발전에 이바지하려 하기 위한 입법목적을 갖고 있다. 유비쿼터스도시는 사람들에게 편리하고 안전한 삶을 제공한다. 또한 지식정보화사회에서 유비쿼터스도시에 기반한 서비스는 생활방식의 편리성 증진뿐만 아니라 정치ㆍ경제ㆍ사회ㆍ문화 등 우리사회를 구성하는 모든 분야를 변화시킬 전망이다. 그러나 동 법률은 U-City 산업을 활성화하기에 역부족한 면이 있다. 이러한 국민의 삶의 질 향상과 국가 균형 발전을 위해 제도적 기반을 마련하고, 현행 제도의 일부 미비점을 개선․보완할 필요성이 제기된다. 따라서 U-City 산업증진은 물론, U-City 서비스의 촉진 및 기술개발을 위한 법제도적 기반을 마련하여야 한다. 먼저 본 연구는 U-City 산업을 도시기술산업･도시기반산업･도시서비스산업으로 분류하고, 도시기반분야에 한하여, U-City 산업 관련 법률들을 분석한 후, U-City 산업진흥법률 체계를 도출하였다. U-City 산업진흥계획은 기본계획과 시행계획 및 지역별 시행계획으로 구성되어야 할 것이다. 그리고 U-City 건설업자에 대한 지원 및 조치ㆍU-City 건설 해외공사의 지원 및 투자ㆍU-City 기술의 표준연구 및 개발ㆍ국제협력 및 해외진출ㆍ세제 및 금융지원 등 U-City 산업지원정책이 규정되어야 한다. 더불어 U-City 건설전문인력의 육성 및 관리 등에 관한 시책을 수립ㆍ추진할 수 있도록 하는 방안이 필요하며, U-City 협회를 설립할 수 있도록 법정화하는 것이 규정되어야 할 것이다.

영문 초록

“Act on the Construction, etc. of Ubiquitous Cities was established to improve the quality of life for the people and to try to contribute to balanced national development. The Act combines the city s infrastructure, etc. with the ubiquitous technology. And the Ubiquitous cities enhance the competitiveness of the city and offers people a convenient and secure life. The ubiquitous city-based services will not only enhance the usability of the way of life in the knowledge information society, but change all areas of our society s political, economic, social, cultural areas, etc. However, the Act is not sufficient to invigorate the Ubiquitous Citiy s industry. So, we should improve some of the current system and provide an institutional basis for improving the quality of life and promoting balanced national development. With this view, we should prepare ligal system for U-City Industrial Promotion and facilitation of U-City services and technology development. This study will classify the U-City Industry into three parties, City Technology Industries, City-based Industries and City service Industries. And this study produced the systems of the Ubiquitios City Industry Promotion Act. This Act enact the administrative Plans for the Ubiquitous City Industry Promotion that consist of the Basic plan, Implementation plan and Regional Implementation plan. In adition, this Act will contain the Support Policies for the U-City builders, the U-City construction overseas Ltd., standartization, international cooperation and advancement into foreign markets. Specially, it needs the support policies for the training of Technical Manpower, finance, tax and the establishment of Ubiquitous City Industry Association.
