국문 초록

유통산업에 대한 정부 정책과 같이 다양한 이해관계자가 첨예하게 대립하는 문제를 해결하는 데 있어 보다 객관적으로 접근하기 위하여 공공데이터의 구축 및 활용하는 방안의 의미가 크다. 이러한 중요성에 반하여 유통 관련 공공데이터는 그 중요성에 비하여 체계성이 낮고 이론적 연구도 부족한 실정이다. 하나의 정책에 대해 상반된 의견이 존재하는 것은 시각의 차이가 있을 수도 있지만 과학적 방법에 근거한 정확한 공공데이터를 제시하지 못하기 때문에 발생할 수도 있으므로 공공영역에서의 데이터는 사회적 합의를 위해서도 매우 중요하다. 본 연구에서는 유통 산업의 이해관계자 뿐만 아니라 유통에서의 최종 소비자일 일반 국민들의 의견을 모아 보다 과학적이고 정량적인 구축을 위한 측정 지표를 개발하기 위한 방법을 제안하기 위한 연구를 진행하고자 하였다. 연구를 위해서 공공의 정보시스템으로써 사회적으로 공적인 요인을 상생 체계로써 선행연구를참고하여 측정지표를 구체화하였으며 정보시스템에 대한 관리와 활용에 대한 선행연구를 참고하였다. 마지막으로 유통 산업에 있어 개인정보에 대하여 데이터 3법의 테두리에서의 활용이라는 측면의 요인을 도출하기 위해 부족한 선행연구의 한계를 극복하고자 전문가들의 델파이를 통해 도출하였으며 이후 일반 국민들에게 전문가들이 검토한 의견을 재검토하여 지표를 도출하였다. 그 후 정량적인 지표 평가를 위하여 일반인과 전문가에게 지표 타당성에 대한 설문을 실시하였으며 설문 결과는 smart pls 3.0을 활용한 정략적인 방법에 의해 지표의 타당성을 점검하였다.

영문 초록

The establishment and utilization of public data are significant to more objectively approach various stakeholders in resolving sharply conflicting issues, such as government policies on the distribution industry. Contrary to this importance, distribution-related public data is less organized and lacks theoretical research than its importance. The existence of conflicting opinions on a single policy may result from differences in perspective, but from the failure to present accurate public data based on scientific methods, so data in the public domain is also very important for social consensus. In this study, we sought to gather opinions from not only stakeholders in the distribution industry but also the general public who are end consumers in distribution to propose ways to develop metrics for more scientific and quantitative construction. For the research, the public information system and the social public factors as a win-win system were embodied in the metrics, and prior research on the management and utilization of information systems was referred to. Finally, in the distribution industry, it was derived from experts Delphi to overcome the lack of prior research to derive factors such as the use of personal information within the boundaries of the Data 3 Act. Then, for quantitative indicator evaluation, we conducted a survey on indicator validity to the general public and experts, and the survey results were checked for indicator validity by a political method utilizing smart PLS 3.0.
