강원도 지역물류기본계획 개선방안 연구

국문 초록

최근 미중 무역 분쟁에서 비롯해 보호무역주의와 자국우선주의의 확대, 글로벌 공급망의 약화, 디지털 전환, 국제규범의 강화, 감염병 확산 등 국제통상체제가 복잡하고 다난하게 전개되고 있고, 최근 물류분야에서도 제조, 유통 공급망의 변화, 정보통신기술과의 융합을 통해 새로운 물류패러다임의 변화가 감지되고 있다. 따라서 이러한 변화에 적절히 대응하기 위해 강원도 물류정책도 변화가 필요하다고 판단된다. 이에 본 연구는 2017년에 수립된 강원도 지역물류기본계획의 5개 목표별 22개 물류정책을 평가요인으로 선정하고, 강원도 물류전문가를 대상으로 AHP분석방법론을 적용하여 높은 우선 순위 물류정책들을 제시하였다. 분석결과, 강원도 물류경쟁력 강화를 위해 가장 시급히 추진되어야 할 물류정책 평가항목은 강원도 동해권 물류단지 건설(0.167), 양양 국제공항 활성화(0.115), 종합적인 항만도시 전략 계획 수립(0.084), 동해·묵호항 배후단지 조성(0.064), 강원도 내륙 물류거점 건설(0.051), 동서 고속철도 여객 및 화물 복합노선 개발(0.049), 동해안 권역항만 활성화(0.046), 강원도 산업단지 건설(0.042), 동해안 권역 경제자유구역 활성화(0.041), 도시물류 첨단단지 조성(0.040) 등의 순으로 나타났다.

영문 초록

Recently, the international trade system, including strengthening protectionism and nationalism, weakening global supply chains, digital transformation, strengthening international rules, and spreading infectious diseases, has been complicated and difficult. And Recently, changes in the logistics paradigm have also been detected through changes in the manufacturing and distribution supply chain and convergence with information and communication technologies. Therefore, Gangwon-do s logistics policy also needs to be changed to properly respond to these changes. In response, this study selected 22 logistics policies for each five targets of the Gangwon Regional Logistics Plan established in 2017 and presented high priority logistics policies by applying AHP analysis to logistics experts in Gangwon region. The results were shown as follows : Development of the donghae Logistics complex in Gangwon Province(0.167), Activating Yangyang International Airport(0.115), Developing a comprehensive port city strategy plan(0.084), Developing Donghae-Mukho port hinterland(0.064), Development of inland logistics hub in Gangwon-do(0.051), Development of Combined Route for Passenger and Freight of East-West High-Speed Railway(0.049), Activation East Sea Coast port areas, activation.(0.046), Development of Gangwon Industrial Complex(0.042), Activating free economic zones in East Sea(0.041), Development of high-tech urban logistics complex.(0.040).
