United States Secret Service Organizational Innovation Trend Review: Focusing on Improvement of Security Failure Cases

국문 초록

미국 대통령을 경호하는 비밀경호국은 세계 최고수준의 경호전문기관으로서 최첨단 경호장비를 보유하고 있으며 체계적인 경호업무 수행절차 등으로 해외 경호기관의 표준직무 모델이 되어왔다. 그런데 최근 경호임무 실패와 직원윤리관련 사고가 연속적으로 발생하면서 조직관리에 문제점이 도출되었다. 이러한 조직문제를 개선하기 위해 경호국 직원의 행동강령 정립, 윤리교육 강화, 관련 징계규정의 개정 등을 통해 조직혁신을 추진 중이고, 외부 전문기관을 통한 조직문화 진단 및 대비책을 마련하고 있다. 본 연구에서는 최근 10년간 발생한 비밀경호국의 사건사고를 분석하고 후속 적인 대응방안의 모색 등 조직혁신 동향을 살펴보고 보완방안을 제시하고자 다음의 내용을 고찰하였다. 우선 비밀경호국의 임무 수행 시 발생한 사건사례로서 오스카 오르테가-에르난테스 사건과 오마르 곤잘레스의 백악관 월담사건을 선정하여 논의하였다. 다음으로 비밀경호국의 임무수행 이외의 문제로서 콜롬비아 선발대의 성매매 사례와 브이아이피 보안노출 사례를 검토했다. 비밀경호국의 임무내외적 사고 재발방지와 조직 내부의 문제점을 극복하기 위해서 인사관리의 혁신을 통한 내부사기를 제고하였고, 경호국직원간 의사소통 활성화, 전문성 워킹그룹 운용, 행동강령 강화전략 수행, 비위행위 감독부서 신설 등 조직문화 개혁을 시행하고 있다. 조직구조개편 측면에서는 청렴윤리관실을 신설하고 보고체계개선, 처벌규정 강화, 직업윤리 가이드 등을 보완하였다. 한국의 경호조직은 이러한 미국 비밀경호국의 조직개선 방안들을 적극적으로 검토하여 유용한 정책방안을 수립할 필요성이 있다.

영문 초록

The agency responsible for the security of the President of the United States is the United States Secret Service (U.S.S.S.). The Secret Service is the world s leading professional security agency, and has been a standard model for overseas security agencies security services due to its state-of-the-art security equipment and systematic security service procedures. However, in recent years, the Secret Service has been experiencing many difficulties due to the failure of the security mission and some unsavory incidents related to employee ethics. The Secret Service is going through an internal process for organizational innovation through re-establishing the Code of Conduct for employees, strengthening ethical education, and revising related disciplinary regulations. Also, external specialized institutions have been entrusted to diagnose the Special Service’s organizational culture and prepare for improvements. This paper studies the trend of organizational innovation by analyzing the incidents over the last ten years and the follow-up responses of the Secret Service to the incidents.
