메가스포츠이벤트 안전관리를 위한 민간경비 활용방안

국문 초록

우리나라는 1980년대 이후 국제화 및 첨단화를 통해 경제 규모가 확대됨에 따라 예술·체육 등의 다양한 분야에서 국제 행사를 개최하였다. 다양한 국제행사 중 메가스포츠 이벤트는 대규모의 인력과 투자 비용이 소요됨에도 불구하고 잠재적인 이익을 갖추고 있어 유치 경쟁이 심화되고 있는 현실이다. 국가경쟁력을 높이고 전 세계인의 관심을 받는 메가스포츠 이벤트의 성공적인 개최를 위해서 안전을 확보하는 것은 필수불가결한 요소라고 할 수 있다. 과거에 진행되었던 메가스포츠 이벤트의 경우 경찰 및 군 등을 중심으로 하는 공경비를 통해 이루어져 왔지만, 최근에 진행되는 메가스포츠 이벤트의 경우 민간경비를 중심으로 안전관리가 이루어지고 있다. 따라서 메가스포츠 이벤트의 안전관리 역량을 강화하기 위해 민간경비를 더욱더 적극적으로 활용한다면 다양한 사건·사고를 예방하고, 국제 행사에서의 범죄 및 테러 발생 등을 철저하게 관리할 수 있을 것이다. 이에 따라 메가스포츠 이벤트에서 민간경비를 효율적으로 활용하기 위해 이 연구에서는 질적연구를 통하여 안전관리 및 민간경비 전문가들과의 심층 면담을 시행하였다. 연구 결과로는 안전관리 매뉴얼 구성과 체계화된 교육을 통해 부족한 전문성을 채운다면 민간경비의 역할이 확대될 뿐만 아니라 메가스포츠에서의 성공적인 안전관리 활동을 할 수 있을 것이다. 면담 결과를 바탕으로 메가스포츠 이벤트에서 효율적인 안전관리시스템을 구축하기 위한 민간경비의 실질적인 활용방안을 제공하고자 한다.

영문 초록

Since the 1980s, Korea has held international events in various fields such as art and sports as its economic scale has expanded through internationalization and advanced technology. Among various international events, the Mega Sports Event has potential benefits despite the large-scale manpower and investment costs. Securing safety is an indispensable factor for enhancing national competitiveness and successful hosting of the Mega Sports Event, which attracts the attention of people around the world. In the past, Mega sport events have been carried out through public security expenses centered on the police and the military. But, in the case of the recent Mega sport event, safety management is being carried out mainly on private security. Therefore, if private security is used more actively to strengthen the safety management capabilities of the Mega Sports Event, various incidents and accidents can be prevented and crimes and terrorism can be thoroughly managed at international events. Accordingly, in order to efficiently utilize private security at the Mega sports Event, this study conducted in-depth interviews with safety management and private security experts through qualitative research. Based on the results of the in-depth interviews, it is intended to provide practical measures for the utilization of private security to establish an efficient safety management system at the Mega Sports Event.
