비즈니스 모델 캔버스(BMC)를 활용한 북한 경제개발구의 개발협력 방식에 관한 고찰 －남포와우도수출가공구 및 평양은정첨단기술개발구를 중심으로－

국문 초록

본 연구는 북한의 경제개발구 개발에 관한 여건 개선 시 남포와우도수출가공구와 평양은정첨단기술개발구를 중심으로 북한과 개발협력을 추진하는 데 있어서 비즈니스 모델 캔버스(BMC)라는 분석도구를 활용하여 살펴보았다. 먼저 본 연구는 일반적으로 활용되는 비즈니스 모델 캔버스의 구성요소를 기반으로 특구개발에 적용할 수 있는 BMC 요소를 모색하였으며 북한 관련법 규정과 학술논문 등의 자료를 통해 북한 경제개발구의 개발에 대한 북한정부의 개발 수요를 살펴보았다. 다음으로 중소기업과 개발사를 대상으로 기업수요 조사를 실시하여 기업의 입주수요와 개발수요를 파악하였다. 이와 같은 분석과 조사결과를 바탕으로 본 연구는 두 경제개발구의 개발방식에 있어서 남포와우도수출가 공구는 북한정부(기업)와 남한개발사 컨소시엄간 조인트벤처를 통한 공동개발이, 평양은정첨단기술개발구는 로컬개발사와 남한개발사간의 공동개발 방식이 유망할 것으로 파악하였다. 또한 두 경제개발구 모두 공동개발 후 북한의 현지 관리위원회가 관리운영을 주도하되 남측개발사 또는 남측기관(조직)이 체계적인 관리운영을 지원하는 협력모델을 제안하였다.

영문 초록

This study used analysis tools called Business Model Canvas (BMC) to promote development cooperation with North Korea, focusing on Nampo Waudo Export- Processing Zone and Pyongyang Eunjeong High-Tech Development Zone. First of all, this study sought BMC elements that could be applied to the development of special zones based on commonly used BMC and identified the North Korean government’s needs for the development of Economic development zones. Next, an enterprise demand survey was conducted on small and medium-sized enterprises and developers to identify the enterprise’s occupancy and development demand. Based on these analyses and findings, the study proposed a development cooperation approach as follows: First of all, in terms of the development method, joint development between the North Korean government (company) and the South Korean developer consortium is promising for the Nampo Waudo export-processing zone, and the joint development method between the local developer and the South Korean developers in the Pyongyang Eunjeong High-tech Development Zone. In terms of management and operation after joint development, both economic development zones will be suitable for cooperation models led by the North Korean Management Committee and supported by South Korean developers
