국가연구개발혁신법의 도입과 한국의 연구윤리 발전방향

국문 초록

국내외 연구개발 환경이 급변하면서 국가연구개발사업 수행과 연구결과의 상업화 과정에서 이해충돌, 약탈적 학술대회 참석, 자녀공저자 등 새로운 문제가 발생하며 국가연구개발사업을 수행하는 연구자의 연구윤리 의식을 제고할 필요성이 대두되고 있다. 본 논문에서는 「국가연구개발혁신법」 도입 이전 국내 법·규정을 분석하여 기존 국내 연구윤리 범주가 연구부정행위에 대한 논의에 국한되고 있으며 그에 따른 사후적인 조치에만 초점을 맞추고 있다는 한계를 지적하고, 2021년 1월 1일부터 시행된 국가연구개발혁신법에 따른 국내 연구윤리의 변화를 분석하였다. 연구윤리는 근본적으로 ‘좋은 연구’를 수행할 수 있는 연구환경을 조성함에 그 목적이 있다는 철학을 기반으로 관련 전문가 토의를 통해 연구윤리 범주를 크게 (1) 연구의 객관성 확보와 책임 있는 연구수행, (2) 좋은 연구를 위한 연구환경 조성, (3) 연구대상 및 연구환경 관리, (4) 연구부정행위와 연구부적절행위, (5) 이해충돌 및 사회적 책임의 5가지 영역으로 구분하고 영역별로 연구공동체(연구자, 연구기관, 학회/학술지 발행기관, 연구지원 및 관리기관)의 역할을 제안하였다. 「국가연구개발혁신법」은 국내에 포괄적 연구윤리 범주를 정립하였다는 것에 큰 의의가 있으나 국가연구윤리체계를 확립하기 위해서는 연구부정행위와 이외 부정행위의 별도 절차 마련, 주체별 일관성 및 통일성 확보, 위반사례의 기록과 공개, 국가연구개발사업에만 국한되지 않고 민간 영역을 아우르는 국가연구윤리체계 확립이 필요하다. 이를 통해 국내 모든 연구에서 좋은 연구를 위한 연구윤리 문화가 뿌리내려야 할 것이다.

영문 초록

Recently, rapid changes in the research environment have brought about new ethical issues such as conflicts of interest in research, prevalence of predatory academic journals, and unjustified authorship in Korea. We have analyzed research ethics regulations in Korea before and after the introduction of the 「National R&D Innovation Act(henceforth referred to as the Act)」. The Act provides a uniform legal policy against research misconduct across Ministries. So far, the scope of research ethics regulations in Korea has been focused mainly on research misconduct and its follow-up measures. With emphasis on creating research environment in which good research can be conducted, we propose comprehensive categories of research ethics for Korean research communities as follows: (1) Securing objectivity of research and conducting responsible research, (2) Creating the environment for good research, (3) Management of research subjects and research environment, (4) Research misconduct and research inappropriate behavior, and (5) Conflicts of interest and social responsibility. We also suggest the roles and responsibilities for each category of research ethics stakeholders including researchers, research institutions, academic societies, journal publishers, funding agencies and the government. The Act has great significance in proposing comprehensive categories of research ethics which is consistent with what we discussed in this paper. To build a national research ethics system in Korea, it is necessary to establish separate procedures for research misconduct and others, ensure consistency and uniformity of each actor, and disclose records of research misconduct. The research ethics development in Korea therefore needs to encompass industry-sponsored research so that research ethics culture for good research can take root in all research projects funded by the government as well as industrial sectors.
