국문 초록

국민건강보험공단은 고객지향적 관리운영차원에서 가입자인 국민의 건강보험제도에 대한 인식과요구, 만족 실태를 모니터링하고자 2004년 이후 거의 매년 국민건강보험제도에 대한 가입자인 국민의 인식과 만족도를 조사하고 있다. 본 연구는 전국단위에서 건강보험 가입자 약 2,000명을 표본 추출하여 설문조사방식으로 분석한‘2019년 건강보험제도 국민인식조사’의 조사자료를 활용하여 건강보험제도에 대한 국민의 만족도에 영향을 주는 요인들을 분석하고, 각 요인의 영향력 크기를 순서로 확인하고자 하였다. 이를 위하여 본 연구는 조사대상자의 인구사회학적 특성, 건강보험제도에 대한 태도, 건강보험제도에 대한 인식이라는 세 가지 차원에서 건강보험제도 만족도를 분석하였다. 먼저, 인구사회학적 특성의 경우 기혼자, 중소도시 거주자, 대학교 졸업 이상인 사람, 의료기관 이용 유경험자, 현재 건강상태가 좋지 않은 사람, 현재 건강관리를 하지 않는 사람이 건강보험제도에 상대적으로더 만족하는 것으로 분석되었다. 둘째, 건강보험제도 인식의 경우 건강보험제도에 대한 관심이 낮은사람, 건강보험에 대한 신뢰가 높은 사람, 건강보험에 대한 필요도를 더 높게 인식하는 사람, 건강보험에 대한 보다 많은 자부심을 느끼는 사람이 건강보험제도에 상대적으로 더 만족하는 것으로 확인되었다. 셋째, 건강보험제도 태도의 경우 매월 납부하는 보험료수준이 적정하다고 생각하는 사람, 제공되는 급여의 범위와 수준이 충분히 보장하고 있다고 인식하는 사람, 건강보험 관련 행정의 질에 만족하는 사람이 건강보험제도에 상대적으로 더 만족하는 것으로 분석되었다. 또한, 본 연구는 위계적 회귀분석을 활용하여 건강보험제도 만족도에 영향을 주는 요인들의 영향력 크기를 순서대로 확인하였다. 그 결과 행정의 질, 보험료 적정성, 건강보험 신뢰도, 건강보험 관심도, 급여의 보장수준, 학력, 건강보험 필요도, 현재 건강상태, 건강보험 자부심, 결혼여부, 건강관리 여부, 거주지역 규모 중 중소도시, 의료기관 이용경험 순서로 건강보험제도 만족도에 영향을 준다고 확인하였다. 본 연구가 분석한 설문조사결과는 패널조사가 아니기 때문에 만족도에 영향을 주는 요인들과 그영향력의 크기를 시계열적으로 분석하지는 못한다는 것과 조사대상에서 의료급여 수급자가 제외되기때문에 건강보험제도에 대한 저소득계층의 인식과 만족도를 확인할 수 없는 것이 본 연구의 한계라고할 수 있다.

영문 초록

This study analyzes the factors that affect the satisfaction of the people with the health insurance system by using the survey data of the 2019 Health Insurance System National Awareness Survey . We tried to check the size of influence in order. For this, this study analyzed the satisfaction of the health insurance system in three dimensions of the survey subjects: demographic characteristics, attitude toward the health insurance system, and perception of the health insurance system. First of all, in terms of demographic and social characteristics, those who were more satisfied with the health insurance system were married people, residents of small and medium-sized cities, people with graduates from university or higher, people who have experience using medical institutions, people who are currently in poor health status, and people who are not currently in health care. Second, in the case of awareness of the health insurance system, the people who are more satisfied with the health insurance system are those with low interest in the health insurance system, those with high trust, those who perceive the need higher, and those who feel self-esteem. Third, in terms of the attitude of the health insurance system, those who are more satisfied with the health insurance system are those who think that the monthly premium level is appropriate, and those who recognize that the scope and level of benefits provided are sufficiently guaranteed. And it appeared as a person who was satisfied with the quality of administration. In addition, this study using hierarchical regression analysis confirmed the magnitude of the influence of the factors influencing satisfaction in order. As a result, administrative quality, insurance premium adequacy, health insurance reliability, health insurance interest, salary coverage etc., it was confirmed that it affects the satisfaction of the health insurance system.
