국문 초록

2018년 전후 김정은의 행보는 북한이 정상국가로 가고 있는 것이냐에 대한 많은 의문과 시선을 던졌다. 그동안 북한은, 국내적으로 정치⋅경제⋅교육사회분야에서 지속적인 이노베이션(innovation)과 변화(change)를 지속적으로 강조하면서 정상국가의 이미지쇄신을 추구하였다. 대표적으로 수령신비주의의 우회, 전 정권의 정책수정, 교육의 세계화(보통교육의 혁신, 대학의 종합대학화), 산업의 국제화(북한상품의 국산화, 경제개발구정책), 개방적 리더십과 광폭행보 등이다. 그러나 대외적으로는 실질적인 비핵화보다 핵보유국을 바탕으로 하는 핵군축을 핵심정책으로 품었다. 북한의 정상국가화 욕망에 따른 근본적인 딜레마는 김정은의 전략과 북한사회의 시장적 자기조직화(self-organization)가 충돌하고 있다는 것이다. 북한사회 변화에 따른 북한 시스템의 경로의존성 모형은 북한정권의 의지와는 달리 이미 자발적이고 점진적인 개방체계로 접근하고 있음을 보여준다. 정상국가화를 위한 김정은의 도전에서 실질적인 위험요소이다. 북한체제의 정상화는 김정은의 개방적 리더십, 북한사회 변화에 상응하는 시장중심의 제도개혁, 인권개선, 글로벌 국제질서에 부합하는 신뢰외교를 바탕으로 재구성되어야 한다.

영문 초록

Before and after 2018, Kim Jong Eun’s actions raised many questions and glances as to whether North Korea was going to become a normal state. Meanwhile, North Korea, it is seeking to renew the image of a normal nation by continuously emphasizing continuous innovation and change in the fields of politics, economy and education society domestically. For example, it is include to circumventing of the “mysticism of reception”, modifying the policies of the former regime, globalization of education (innovation of general education, imitating the higher education of normal states), internationalization of industry (localization of North Korean products, economic development zone policy), open leadership, and expansive moves. But, on the outside, the main policy is nuclear disarmament based on a nuclear power rather than actual denuclearization. The fundamental dilemma of North Korea’s desire for normalization is that there is a conflict between Kim Jong Eun’s strategy and the market self-organization of North Korean society. The path dependence model of the North Korean system according to the changes in North Korean society shows that it is already approaching with a voluntary and gradual opening system, contrary to the will of the North Korean regime. Normalization of the North Korean regime should begin with Kim Jong Eun’s open leadership, market-oriented institutional reform corresponding to North Korean society change, and trust diplomacy that conforms to the global international order.
