국문 초록

이 논문의 연구 목적은 지난 2004년 첫 제품을 생산부터 2016년 전면 중단 시기까지개성공단 운영을 평가하고, 발전 방안을 모색하는 것이다. 개성공단은 북의 군사 전략적 요충지였던 개성지역을 산업단지로 바꾼 남북협력의 상징적 사업이다. 개성공단은 국내에서 비용 경쟁력의 한계에 직면했던 중소기업에게 재기의 땅이기도 하였다. 개성공단은 북한 주민들에게 자연스럽게 시장을 체득하게 한 학습의 장이었다. 북한의 2016년 1월 6일 4차 핵실험, 2월 7일 ‘광명성 4호’ 시험 발사에 대한 우리 정부의 대응 조치로 개성공단이 가동을 멈춘 지 5년이 경과하였다. 개성공단 재개는 복잡한 길이다. 개성공단 재개에 있어 우리는 두 개의 장애물을 넘어야 한다. 북핵 문제의 진전과 북한 근로자의 임금이 핵개발로 전용된다는 ‘임금 전용설’의 해소이다. 개성공단 재개를 위해서는 2019년 2월 하노이 제2차 북미정상회담의 ‘노딜’ 이후 장기 침체 국면을 벗어나지 못하고 있는 현실을 변화시켜야 한다. 미국 바이든 행정부 출범을 계기로 한반도 평화프로세스를 재가동해야 한다. ‘임금 전용설’ 해소를 위해서는 우선 현재 북한 근로자들의 임금 지급 방식에 대해 충분히 설명하여 “구체적 정보나 충분한 근거”가 부족하다는 것을 알려야 할 것이다. 보완책으로 ‘임금 직불제’ 등 임금에 대한 투명성을 확보하는 방안을 검토해야 할 것이다.

영문 초록

The purpose of this paper is to seek ways to resume development with to evaluate the operation of the Gaesong Industrial Complex from the open in 2004 to the complete suspension in 2016. The place is a symbolic project of inter-Korean cooperation that transformed the Gaesong region, which was a strategic point in North Korea. The Complex was also a land of resurgence for small and medium-sized enterprises(SMEs) that faced with the limit of cost competitiveness in Korea. Moreover, the site was a place of learning that allowed North Koreans to learn the market economy naturally. However, five years have passed since the Gaesong Industrial Complex ceased operation due to the South Korean government’s response to North Korea’s 4th nuclear test(Jan 6, 2016) and the launch of the “Gwangmyeongseong 4(Feb 7, 2016)”. Resumption of the Gaesong Industrial Complex is a complicated road. In resuming the Gaesong Industrial Complex, we must overcome two obstacles. It is the resolution of the “The opinion of wage-divert” that progress in the North Korean nuclear issue and wages of North Korean workers are diverted to nuclear development. After the ‘no-deal’of the 2nd US-North Korea Summit in Hanoi in February 2019, we need to change the reality of a long-term recession with the inauguration of the U.S. Biden administration, the peace process on the Korean Peninsula must be restarted. In order to resolve the “The opinion of wage-divert,” firstly, it is necessary to explain the current wage payment method of North Korean workers and inform that there is a lack of “specific information or sufficient evidence”. Secondly, as a complementary measure, the direct wage system should be implemented to ensure transparency about wages
