국문 초록

본 연구는 오바마, 트럼프 행정부와의 비교를 통해 신임 바이든 행정부의 대중국 대외정책을 분석 및 전망하는 것을 목적으로 한다. 연구 결과, 바이든 행정부의 대중국 정책이트럼프를 전면적으로 부정하고 오바마의 관여 정책을 상당 부분 계승할 것이라는 전망과달리, 두 전임 대통령의 접근이 혼합된 형태를 보일 것이라고 예상된다. 바이든은 한편으론 오바마의 다자주의와 국제주의 대외정책 기조를 계승하고, 다른 한편으론 트럼프의대중국 봉쇄를 지속하는 실용주의적 접근을 취할 것으로 보인다. 구체적으로 바이든 행정부는 중국의 군사, 경제, 기술적 영향력을 적극적으로 견제함과 동시에 예상치 못하거나 불필요한 양자 간 갈등의 심화를 막기 위해 베이징과의 선택적인 소통 채널을 유지할것이다. 이를 위해, 바이든 행정부는 다자주의 제도와 동맹과의 결속 강화를 통해 중국을미국 중심의 세계적 가치 사슬과 기술 네트워크로부터 고립시킬 것이며, 이는 곧 경제 분야가 향후 미중 갈등의 주 무대가 될 것임을 의미한다. 결과적으로, 바이든의 대중국 대외정책은 “봉쇄 속 선택적 관여” 전략을 따를 것으로 전망된다.

영문 초록

This paper aims at analyzing the Biden administration’s expected foreign policy towards China in comparison with that of both Obama and Trump administrations. Contrary to conventional wisdom that the new US administration’s China policy would be a wholehearted rejection of Trump and a revival of Obama, this paper argues that the new President’s approach to China will be a mix of his two immediate predecessors. While Biden will likely inherit Obama’s foreign policy orientations of multilateralism and internationalism, his approach to China is expected to continue Trump’s containment-oriented congagement strategy. Washington in the Biden presidency is expected to be more contentious to Beijing to contain its military, economic, and technological presence in the world with efforts for selective engagement to prevent unanticipated and unnecessary escalation of conflict in the bilateral rivalry. To this end, the Biden administration would rely on multilateral institutions and alliances to isolate China from the US-centered global value chains and technological networks. Moreover, the US government is expected to consider the US-China economic relationship as the main stage of Biden’s containment against China. As a result, Biden’s China policy would take an eclectic position between that of Obama and Trump, which could be called “containment with selective engagement.”
