준연동형 비례대표제의 정치적 효과

국문 초록

이 연구는 제21대 총선 결과를 중심으로 준연동형 비례대표제(Semi-Mixed Member Proportional Representation System)의 정치적 효과를 평가하고, 비례성과 정치적 대표성을 높이기 위한 선거제도 개정 방향을 제시하고자 한다. 이 연구는 선거제도의 제도적 효과, 즉 비례성과 정치적 대표성에 초점을 맞춰 준연동형 비례대표제를 평가하고자한다. 제21대 총선결과에 의하면, 준연동형 비례대표제는 비례성이 낮아졌으며, 의회내 유효정당 수가 감소하였다. 이 연구는 그 원인으로 준연동형 비례대표제의 제도적특성과 거대정당의 위성정당 전략을 제시한다. 그리고 비례성과 정치적 대표성을 높이기 위한 선거제도 개정 방안을 제시하고 있다.

영문 초록

This study aims to evaluate the political effects of the Semi-Mixed Member Proportional Representation System and to propose a way to the revision of the electoral system to increase proportionality and political representation. This study aims to evaluate the institutional effect of the electoral system based on Gallagher’s disproportionality index and the effective number of parties of Lakkso and Tageppera. According to the results of the 21st general election, the Semi-Mixed Member Proportional Representation System has decreased in proportion, and the effective number of political parties in National Assembly decreased. This study suggests the institutional characteristics of the Semi-Mixed Member Proportional Representation System and the strategy of the clone party of the grand parties. It also proposes a way to revise the election system to increase proportionality and political representation.
