국문 초록

1996년 4월 26일에 출범한 상하이 5국을 모태로 2001년 6월 14일 공동성명 및 설립선언을 발표한 상하이협력기구(SCO: Shanghai Cooperation Organization)는 글로벌거버넌스의 요건인 헌장과 공식적 및 비공식적 조직, 그리고 반테러⋅분리주의⋅극단주의의 국제레짐을 표명하고 있으며, 유엔 헌장에 근거한 규범과 함께 정치경제안보의 공동목적을 가진 지역기구로서의 정체성을 가지고 있다. 또한 상하이협력기구는 회원국을확대하는 추세에 있으나, 중국과 러시아가 중심이 된 반미성향의 도구로 변질될 가능성이 있다. 이 기구에는 중국과 러시아 간의 리더십 경쟁, 회원국들의 대중국 경제 의존도 및 채무 증가, 그리고 대미 견제와 협력 간의 상충된 의견이 존재하는 등 내적 갈등 요인이 잠재되어 있다. 상하이협력기구는 보편적 지역기구로서 상호공존을 추진하는 정상적인 궤도로 갈 경우 유럽과 아시아를 연결하는 교량 역할을 하고, 비핵화 및 군축, 그리고 반테러리즘⋅ 분리주의⋅극단주의의 모범적 사례로 발전될 것이다. 그러나 반미 및 반서방의 대결구도로 변화될 경우 지역의 불안정과 발전이 유보될 가능성이 크다. 북한은 정상궤도와어울리지 못하는바 비정상적 구도를 선호할 것이며, 동북아 정세에도 패권경쟁 구도를심화시키는 등 부정적 영향을 미칠 것이다.

영문 초록

The Shanghai Cooperative Organization (SCO), based on the Shanghai Five of April 26, 1996, issued a joint statement and declaration of establishment on June 14, 2001. The SCO also expresses the charter, the formal and informal organization, the requirements of global governance, and the international legality of anti-terrorism, separatism and extremism, and has a joint economic and economic identity as a regional security body with norms based on the U.N. Charter. In addition, the SCO has been expanding its membership, but it could turn into an anti-American tool centered on China and Russia. Internal conflict factors are latent in the organization, including leadership competition between China and Russia, member countries’ economic dependence on China and increased debt, and conflicting opinions between checks and cooperation with the United States and other western countries. As a universal regional body, the SCO will serve as a bridge connecting Europe and Asia, and develop into an exemplary case of denuclearization and disarmament and anti-terrorism separatist extremism if it goes into a normal trajectory of promoting mutual co-existence. However, if the anti-U.S. and anti-Western confrontation is continued, regional instability and development are likely to be shelved. North Korea will prefer an abnormal structure as it does not fit in with the normal trajectory, and it will have a negative impact on the situation in Northeast Asia by deepening the hegemonic rivalry.
