국문 초록

남북한 정상은 2018년 4월 정상회담에서 북한 핵 문제 해결과 동시에 남북한 갈등구조를 해체하기로 합의했다. 비무장지대와 서해 북방한계선에서 군사적 충돌 방지 방안을 제시했다. 여기서 촉발된 남북한 군사 지형 변화는 구조적⋅운용적 군비통제로 발전할 가능성을 담았다. 군사분계선에 평화지대⋅완충구역을 설치해 충돌 위험을 줄였고, 상호 공포를 갖는 기습적 침략을 방지할 합의안을 마련했다. 다만, 구체적인 군비통제 이행 단계 진입하거나 실질적 성과를 기대하기 어렵다는우려도 있다. 이번 합의는 기존 군비통제 사례에 적용됐던 단계적 이행 조치를 간과한부분이 있기 때문이다. 남북한 정상이 보장한 신뢰를 바탕으로 군비통제를 시작하면서압축적 신뢰구축을 추진한다는 전략이다. 신뢰 축적 수단을 군사 분야의 외적 영역으로확장하고, 정치적 신뢰를 포괄한다는 ‘한반도 특색적’ 군비통제 개념이다. 신뢰구축을 다른 영역으로 확장해 해석할 여지도 있어 보인다. 군비통제의 주기적관점에서 본다면 신뢰구축은 군비통제에서 순환적 특성을 갖는다. 신뢰 구축은 단기간에 형성되지 않는다. 반복 하는 기간을 거쳐 상당 수준에 도달할 정도로 축적해야 한다. 다만, 신회 축적 수준은 낮지만, 초기 신뢰구축을 위한 적극적인 조치로서 포괄적인 신뢰구축을 긍정적으로 평가할 여지도 있다. 따라서 보다 근원적인 신뢰구축의 개념을 이해하기 위해 군비통제 발현 배경과 경험에서 신뢰구축의 역할을 살펴봤다. 이를바탕으로 한반도 특색적 신뢰구축의 가능성을 가늠해 봤다. 기습의 효과를 약화 시킨다는 군비통제 목표를 달성하고, 선순환적인 신뢰 구축을마련할 수 있는 군비통제 전략을 제시했다. 또한, 통일한국군 군사력 건설을 염두한 미래지향적인 국방전략도 고려했다.

영문 초록

At the 2018 inter-Korean summit, the two Koreas agreed to ease the military tension with dismantling conflict structure at the same time as resolving the North Korean nuclear issue. The agreement contained the possibility of developing into a structural and operational arms control to deter sudden invasion from each other. However, there are concerns that it is difficult to enter the specific phase of implementing arms control or to expect substantial results in this agreement. It is because there have been overlooked parts in the step-by-step measures that were applied to existing arms control cases. Inter-Korean military agreement Sept. 19, 2018 has been started from the base of trust guaranteed by between two Korea leaders. Its strategy is to push for a ‘compressed trust building’. Compressed trust building is the concept of arms control on the unique Korean peninsula which is to expand the means of building trust and encompass political trust into the areas outside of military. Therefore, the thesis has focused on to evaluate the issues on North Korea’s denuclearization negotiations and inter-Korean arms control. It also predicted the possibility of developing into structural and operational arms control. I have suggested on sustainable arms control strategy and have proposed a defense strategy that takes into account the potential threats expected after the unification of two Koreas.
