국문 초록

전 세계에 흩어져 나라 없이 유랑했던 많은 유대인 디아스포라들은 이스라엘 국가를 건설한 후 꾸준히 이스라엘로 귀환하여 살고 있다. 이렇게 된 이유 중의 하나는 이스라엘 귀환법에 기인하고 있다. 이스라엘의 귀환법은 유대인 천부인권에 근거하여 유대인이 귀환이주를 할 경우, 이스라엘에 입국함과 동시에 바로 국적 취득할 권리를 부여하고 있다. 이 법은 신규 이주자, 이민 미성년자, 시민 이주자, 이주자 자녀 등으로 세분하여 정책적 지원을 하고 있다. 이 법에 근거한 정책적 지원의 핵심은 민족적 국민적 귀환이주 개념이다. 유대민족이면 귀환과 동시에 흡수 바스켓, 소득보험, 취업지원, 자영업지원, 히브리어 교육지원, 고등교육 학비지원, 군인에 대한 지원, 주거지원 등을 받을 수 있다. 이러한 이스라엘의 귀환법과 이에 근거한 신속한 정책적 지원은 CIS 고려인 동포와 중국 조선족 동포 등 외국국적 재외동포를 위한 한국의 귀환동포법 제정에 많은 시사점을 줄 것이다. 따라서 이 연구는 이스라엘 귀환과 민족적 귀환이주에 관한 이론적 개념을 살펴보고, 이스라엘 동포의 귀환이주를 위한 귀환법 제정과 정착과정에서의 귀환 지원정책을 살펴볼 것이다.

영문 초록

Many of the Jewish Diasporas scattered around the world, who have wandered around the country, have constantly returned to Israel after building the nation of Israel. One of the reasons for this is the law of return to Israel. The law of return to Israel gives the right to acquire nationality as soon as Jews enter Israel by returning to Israel based on Jewish natural rights. This law provides policy support for newcomers, immigrant minors, immigrants, and immigrant children. The main point of this support policy is based on the concept of migration as a “national” return. If jewish nations return to Israel, they would receive absorption basket, income insurance, employment support, self employment support, Hebrew education support, higher education tuition support, supporting for soldier, and housing support without difficult conditions. This law of Return to Israel can be a very beneficial policy model. In this context, the case study of Israel’s return law will give many implications to South Korea in order to enact return law for overseas. Thus, this study will examine the theoretical concept of return and national return migration, and review the process of legislation for the law of Return to Israel and the support policy in the settlement process.
