국문 초록

우리 정부가 국제사회에 2015년까지 원조총액을 GNI 대비 0.25%로 증액하겠다고 공언한 결과에 따른 국내 언론 및 학계에서의 국제개발협력 이슈 확산은 우리의 국격을 높이는 훌륭한 기회이다. 15조원에 달할 것으로 예상되는 대외원조용 국가예산의 대폭적인 증액이 곧 관련 연구비 지원의 확대로 이어지는 것은 극히 자연스런 일이나, 국제개발협력 관련 아젠다가 경쟁적으로 생산되어 유포되는 와중에 학계 간의 영역다툼이 벌어지는 현상은 결코 바람직하지 않다. 이를 해소하는 방편으로 각 대학 국제대학원의 국제개발협력 전공 석사과정 커리큘럼을 선진제국의 예를 분석하여 좀 더 효율적인 방식으로 개선할 것을 제안한다. 해외 원조사업은 현지의 정치, 경제, 역사, 사회문화 전반에 관한 심층적 연구를 기반으로 할 때 보다 내실을 기하게 된다. 전시행정적 또는 소모적이라는 국내 및 국제사회의 비판이 상존하는 가운데, 국내 ODA 연구의 진작에 수반되는 제 학문 간의 영역 구분이 때로는 경도된 시각에서 쉽게 단정되어 문제가 되기도 한다. 이를 극복하는 방법을 찾기 위해 기획된 본고는 어디까지나 한국 ODA의 효율성 제고를 위한 문제제기이며, 사하라 이남의 아프리카의 최빈국(最貧國)들을 중심으로 지역연구의 심화를 통한 현지밀착형의 효율적 원조방안을 수립하고자 하는 시론(試論)으로 집필되었다는 점을 밝혀둔다.

영문 초록

The recent enlargement of developmental issues amongst Korean journalism and academical factions, resulting from the late Korean government’s promise to raise the amount of ODA donation up to 15 billion won(0.25% of GNI), is a good sign for enhancing the prestige of Korea as a developed country. This increment necessarily incurs overflow of research fund provided by various governmental sector, but it’s regrettable that money-sharing doesn’t make consensus between divers developmental topic-related research fields. This dissertation tends to relieve the gravity of this phenomenon by presenting a restructuring plan for domestic post-graduate schools’ curriculum of International Cooperation & Development. For this purpose, benchmarking foreign cases, especially that of France might be useful, as the French system of ODA education, oriented to professional jobs, appears reasonable. And this will deliver us, dare we say, from the critics of OECD/DAC focusing on structural limits of Korean ODA donation system. The final preposition of ‘Korea Initiative Forum’ which aims to ensure the effectiveness of Korean aid in Africa, would be a way to lay foundation for participation of African private sector partners in development projects. This will surely implement the partnership between Korean post-graduate students and African local activists, both endeavoring for enhancement of African peoples’ standard of life. Innovation and creativity inspired by this forum project can accelerate diminution of ‘bilateral and tied’ propensity of Korean ODA and thus make a better world to live in.
