국문 초록

북한의 핵문제는 여전히 딜레마에 있다. 이 문제를 해결하기 위한 미국의 정책, 접근, 대안 등은 별 효과를 거두지 못했다. 그리고 ‘핵동결과 경수로 건설’을 전제로 한 미⋅북 간 기본합의는 비밀스런 북한의 고농축우라늄 개발로 사문화되었고, 6자회담에서 ‘핵 폐기와 경제적⋅외교적 보상’을 내세운 9.19공동성명과 2.13, 10.3 합의는 핵시설 검증⋅사찰이 이루어지지 않은 채 이행이 되지 않고 있다. 그러는 사이 북한의 플루토늄과 고농축우라늄을 이용한 핵능력은 보다 강화되었고 장거리 미사일의 능력을 보여주고 있다. 그리고 핵탄두의 소형화와 경량화에 거의 근접해 있다. 북한의 핵활동 진행과 함께 예전에 비해 나아진 경제사정은 대규모 경제지원을 매개로 한 보상책의 동력을 잃어버리게 하고 있다. 북한의 핵 폐기를 위해선 공동성명을 지키고 핵 폐기와 보상의 단계별 과정을 걸어가는 것이다. 이외 다른 어떤 대안을 모색할 필요는 없으며, 어떠한 난관과 어려움이 있더라도 이해, 양보, 협조, 인내를 통해 한반도 비핵화를 이룩해야 한다.

영문 초록

North Korean nuclear problem is still in dilemma. The US policies, approaches, and alternatives have been ineffectual for solving the problem. The agreed framework between the United States of America and the Democratic People s Republic of Korea premised on a nuclear freezing and a light-water reactor construction had been no longer enforced on an account of a secret North Korean highly enriched uranium development. The Joint Statement and actions for the implementation agreed by the six-party talks for the nuclear dismantlement premised on the economic and diplomatic compensation have not been carried out, either while nuclear verification and inspection have not been progressed. In the meantime, North Korean nuclear capability that used plutonium and highly enriched uranium has been strengthened, and a long range missile capability has also been appeared. And nuclear warhead miniaturization and lightness are practically near. The North Korean better economic situation compared before together with its nuclear activities has being made compensation momentum lose. The way for North Korean nuclear dismantlement is to keep the Joint Statement and go on following the step-by-step actions for dismantlement and compensation. Besides, it is not necessary to grope for other alternatives, and Korean Peninsula denuclearization has to be accomplished through understanding, concession, cooperation, and patience even if there are some difficulties and challenges.
