영주귀국 사할린 한인의 생활환경과 정책적 욕구

국문 초록

이 연구는 영주귀국 사할린 한인들의 한국사회의 정착 및 적응 생활환경을 살펴보고, 한국생활에 대한 만족도 및 정책적 욕구를 조사하는 것이 목적이다. 연구자들이 임의로 영주귀국 사할린 한인들이 집단으로 거주하는 9지역을 대상으로 2014년 5월 20일부터 9월 5일까지 설문조사(187부)와 심층면접(5명)을 실시‧분석하였다. 연구 분석 결과는 다음과 같다. 첫째, 영주귀국 사할린한인은 기초생활수급 대상자로 지원된 생계비로만 생활을 하고 있다. 둘째, 이들은 한국에 있는 가족보다 사할린에 남아 있는 가족이 더 많으며, 대부분 임대아파트 또는 요양원에서 생활하고 있다. 셋째, 이들은 지역주민과의 소원한 관계를 형성하고 있는 반면 지역사회에서 운영하는 프로그램에는 적극적으로 참여하고 있는 모습을 보인다. 넷째, 90%이상의 영주귀국 사할린 한인들은 약을 복용하거나 치료를 받고 있으며, 의료환경에서 의사소통의 어려움과 진료비에 부담을 느낀다. 다섯째, 영주귀국 사할린 한인들은 의료 및 건강문제에 가장 큰 어려움이 있으며, 생계비 지원 인상 및 제2의 이산가족문제 해결에 대한 정책적 욕구가 있다. 이들은 한국과 거주국을 자유롭게 다니고, 가족들이 한국을 자주 방문할 수 있는 귀환동포법 제정을 요구한다. 또한 이들은 생활편의 제공 및 응급 구호, 문화체육행사 등을 추진할 수 있는 지방자치단체 조례 제정을 요구한다. 이 연구의 결과는 영주귀국 사할린 한인들이 큰 어려움 없이 한국에서 적응하여 살아갈 수 있도록 법⋅제도적 장치가 마련되어야 할 필요성이 있음을 시사한다.

영문 초록

The purpose of this study is to examines the satisfaction in living condition and policy needs of returned Sakhalin Koreans in process of adaption in Korean society. The researchers conducted survey of 187 persons in-depth interview of 5 persons returned Sakhalin Koreans targeting 9 local areas from May 20, 2014 for five days. The findings of this study are as follows: First, Returned Sakhalin Koreans do not base on supply and demand of their career as a living person, supported only cost of living. Second, they have more families left in Sakhalin than Korea, are living rented apart or nursing home. Third, their leisure activities are mainly sports, daily exercise tend with family member or friend. They may wish to form a relationship with the local population. On the other hand, it seems to look actively participation in the program run by the community. Fourth, more than 90% are taking medicine or being treated. There is difficulty on communication with doctor to use the medical facilities, feel burden when need surgery. Fifth, there are the biggest challenges in the medical and health issues for returned Sakhalin Koreans, supported living coast raise and separate family need to solve this problem. They are free to go to Korea and residence, family members demand the law as if the can frequently visit Korea. They also require local governments enact regulations that may promote such offers and emergency relief, culture and sports events of living convenience. The results of this study suggest that laws and institutional arrangement need to be prepared for adaption without difficulty of returned Sakhalin Koreans.
