국문 초록

본 논문은 국제정치학의 주요 이론의 하나인 민주평화론(democratic peace theory)의 논의를 계량적으로 분석하는 데 목적이 있다. 민주주의 국가 간 민주평화현상(democratic peace phenomena)을 설명하는 자유주의적 사고에 기초한 본 연구는 1885년부터 2002년까지 국제체제에서 발발하였던 군사분쟁(militarized conflicts) 사례들을, 민주주의 수준(levels of democracy)과 군사분쟁, 민주화·비민주화(democratization⋅autocratization)와 군사분쟁에 관한 연구가설을 중심으로 다양한 계량분석 방법을 활용하여 검증하였다. 본 연구는 민주주의 국가 간 군사분쟁 발발의 억지 경향과 함께 초기 민주주의(young democracies) 국가와 성숙 민주주의(mature democracies) 국가의 유사한 분쟁참여 경향(소극적 분쟁참여)의 분석결과를 보여준다. 본 연구는 체제차원에서 민주평화론의 다양한 주장을 입증하는 분석결과와 더불어, 지역적 분석(아시아⋅비아시아 지역분석)에서 전체 국제체제를 분석했을 때 나타난 것과 유사한 결과를 보여준다. 민주평화 논의에 대한 본 연구의 계량적 검증을 바탕으로 민주주의의 확산을 통한 국제사회의 안정⋅평화와 함께 민주적 정치체의 수립을 통한 경쟁국(예, 국제사회의 미국⋅중국, 동북아의 한국⋅북한) 간 긴장과 갈등의 완화를 위해 국제사회의 다양한 정책적 노력이 있기를 기대한다.

영문 초록

This study examines one of the most discussed theories in international relations: democratic peace theory. Based on the liberal thoughts for peace and stability in the international system, this study empirically examines the cases of militarized conflicts occurring between 1885 and 2002, focusing on the relationships between the levels of democracy and militarized conflicts and between democratization⋅autocratization and conflicts. This study finds that democratic states are in fact less involved in militarized conflicts and that young democracies behave similarly to mature, stable democracies. The empirical support for the democratic peace theory discussed in this study is also generalizable to both the international system and the sub-regions (e.g., Asian region). Based on the findings, this study argues that more discussions are needed among IR scholars and policy makers regarding the promotion of democracies in general and in such important states as China and North Korea to ensure stability in the system and in Northeast Asia.
