국문 초록

김정은 정권 등장 이후 북한권력 판도가 뒤바뀌고 있다. 김정일시대 권력자들은 뒤로 물러나고 새로운 인물들이 등장하고 있다. 이런 인사이동에서 주목받는 인사가 박봉주 내각총리이다. 북한이 장거리 미사일 발사와 3차 핵실험 등 군사도발로 한반도 긴장을 조성하던 시점에 김정은은 박봉주를 내각총리에 임명했다. 군사도발로 경제를 포기한 것으로 인식되던 북한정권이 박봉주를 왜 내각총리로 임명했는지, 북한 경제정책과 대외정책은 변화될 것인지, 그리고 박봉주의 내각총리 임명이 향후 북한의 권력구조에서 가져 올 변화가 궁금하다. 이 논문은 먼저 박봉주의 1기 총리 취임 당시와 물러날 때의 상황을 살펴 보겠다. 특히 김정일 시대 화두였던 경제실리주의와 개혁개방에 관해 살펴본 후에 박봉주 2기 총리 취임 배경과 정치적 의미에 관해 알아보려 한다. 그리고 박봉주 2기 총리 취임 이후 북한의 개혁개방 가능성 여부와 북한체제 변화에 대해 고찰하겠다.

영문 초록

Since the advent of the Kim Jong-un regime, the power transition and changing influence of power have been turned out in North Korea. Authorities of Kim Jong-il era are receding and emerging power’s people are appearing recently. Through such as personnel changes, aspiring person is Prime Minister Park Bong-ju. Kim Jong-un appointed him as a Prime Minister during the military provocations such as long-range missile test and third nuclear test, etc. that created tension on the Korea Peninsula. Why Kim Jong-un appointed him as the Prime Minister? Even though Park Bong-ju tried to do economic reforms but gave up because of military provocations in North Korea. As he was appointed as a Prime Minister, we really concentrated on the changing of economic policy and foreign policy as well as power structure. First of all, we conducted research for the situation between the first Prime Minister Inauguration and Relegation of Park Bong-ju. Secondly After we shed light on economic utilitarianism, reform and opening up in Kim Jong-il era, focus not only on 2nd Prime Minister Inauguration’s background of Park Bong-ju but also political implications.Finally we discussed the possibility about North Korea reform and opening up and changing for North Korea regime since taking office the 2nd Prime Minister.
