러시아 천연가스 도입에 따른 문제점 및 전망

국문 초록

지구온난화에 따른 온실가스 감축노력과 후쿠시마 원전사고 이후 원전에 대한 불안감이 증가하고, 태양력과 풍력 등 재생가능에너지의 효율 및 경제성이 아직 확보되지 않은 상황에서 천연가스의 수요가 전 세계 차원에서 증대하고 있다. 동북아시아에서 일본 다음의 천연가스 소비국가인 한국은 현재까지 전적으로 LNG방식으로 천연가스를 도입하였다. 따라서 러시아의 천연가스를 PNG방식으로 도입하는 것은 한국의 천연가스 이용환경을 획기적으로 변화시킬 것으로 예상된다. 그러나 문제는 러시아 천연가스 공급가격이 다른 국가가 이해하기 힘든 방식으로 결정되었고, 때로는 가스공급 중단과 같은 문제가 발생했다는 점이다. 가장 큰 파장을 일으켰던 가스분쟁은 2009년 러시아-우크라이나 가스분쟁에 따른 러시아 천연가스의 EU지역 공급중단 사태였다. 러시아 가스공급 불확실성의 문제를 지속적으로 경험한 EU국가들은 이를 해결하기 위하여 러시아를 통과하지 않는 나부코(NABUCCO) 파이프라인 건설 프로젝트 합의하였다. 그러나 러시아가 이에 반발해서 추진하고 있는 노드스트림(Nord-Stream)과 사우스스트림(South-Stream) 파이프라인 건설에 EU기업들이 참여하면서 나부코 프로젝트의 전망을 더욱 어둡게 하고 있다.

영문 초록

With the effort for the Green house gas reduction causing the global warming and the spreading fear for nuclear energy use after Fukushima incident as well as the low efficiency of renewable energy including solar and wind energy, the demand of natural gas is increasing in the World. Korea, the 2nd largest importer of natural gas in North East Asia after Japan, has imported only LNG until now. The import of Russian PNG will change dramatically the Korean natural gas market. However, Russian governmental policy about its export gas price is not logical and the suspension of gas supply has occurred. In 2009, Russia-Ukraine Gas conflict resulted in the suspension of Russian gas supply to the EU for several days. It caused serious economic damage including the casualty from the cut of heating. On July 13, 2009, in order to solve the problem of instability of Russian gas supply, the EU member-states signed the agreement of NABUCCO project which aimed to build gas pipeline not passing by Russia. Against the NABUCCO project, Russia launched the South-Stream and the Nord-Stream pipeline projects. The Nord-Stream construction was complete in 2011. Contrary to the Russian success, the NABUCCO project need more time to harmonize the interest of participant-countries. In addition, ENI, Italian National Energy company, participated in Russian South-Stream project. Therefore, the perspective of NABUCCO is not always positive.
