국문 초록

국제관계에서 다자협력은 전통적 현실주의자가 불가능하다고 인식한 개별국가의 동등한 자격에 기초한 민주적 참여에 기초하고 있다는 점에서 도덕적으로 진일보한 제도로 인식되었다. 유럽연한을 구성한 유럽국가의 경험은 동아시아 국가들이 다자협의체를 구성하는데 모델로 인식되어왔다. 동아시아에서 다자주의는 평화와 안정을 공동으로 추구한다는 시도라는 점에서 새로운 접근으로 받아들여지지만 현실적 의미에서는 피상적 수준에서 공유된 인식에도 불구하고 실제 정책추구에서는 참여자들의 상이한 정책목표의 반영에 불과하다. 다자협력의 접근에 있어서 유사점과 차이점에 대해 설명하기 위해, 본 연구는 다자협력체 구성을 주요국가에 의한 포함과 배제의 전략을 선택하는 회원자격의 게임으로 인식하고 이에 기초한 이론을 활용한다. 이러한 이론에 기초하여 다자협력에 영향을 미치는 주요 요인으로 다음의 4가지 변인을 논의하였다: (1) 패권국의 무관심과 참여국의 필요성의 조정, (2) 주요국 사이의 이익의 균형, (3) 주요국사이의 견제와 균형, (4) 대응제안을 통한 회원자격의 게임: 패쇄적 지역주의와 개방적 지역주의의 혼재.

영문 초록

Multilateral cooperation in international relations is regarded as a morally advanced institution since it is based on democratic rule among nation states such as equal representative rights contrary to the verdict of traditional realists. European states created the European Union that the East Asian states regard as an ideal institutional development and a model case. Multilateral cooperation in East Asia is a new challenge for regional peace and security that simply reflects the different policy goals for each participant, despite the shared vision for a multilateral regime on a superficial level. In order to explain these differences and similarities among the multilateral approaches, this paper will adopt a theoretical approach of the membership game of inclusion and exclusion strategy by leading countries as well as participation and abstention strategy by participant countries. This figure out major factors that affect the multilateral cooperation in East Asia: (1) coordination between hegemonic apathy and participatory necessity, (2) balance of interest among major countries, (3) check and balance among major countries, (4) membership game with counter proposal: mixture of closed and open regionalism.
