어떤 상황에서 내전 중인 정부 지도자는 민간인을 대량 학살하는가? 어떤 상황에서 정부는 민간인 대량 학살을 자제하는가? 이 논문은 반군의 자원 생산에 초점을 맞추어 위의 질문을 다룬다. 즉 반군의 자원 생산과 정부의 민간인 학살 규모와의 상관관계를 탐구한다. 저자는 자원을 생산하는 반군이 민간인들을 학대하는 경향이 있으며, 이로 인해 정부군은 민간인을 대량 학살하지 않는다고 주장한다. 반면 자원을 생산하지 않는 반군은 민간인의 지지를 얻기 위해 많은 노력을 기울이며, 이는 정부로 하여금 민간인 대량 학살을 자행하도록 이끈다. 저자는 이러한 이론을 증명하기 위해 통계모델들을 적용한다. 음이항 회귀 모델은 반군의 자원 생산이 정부의 민간인 대량 학살을 억제한다고 제시한다. 반면 다중회귀분석은 반군의 자원 생산과 정부의 민간인 학살 간의 상관관계를 밝혀내지 못한다. 이러한 분석 결과는 반군의 자원 생산의 영향이 어떤 통계모델을 적용하느냐에 따라 달라진다는 것을 의미한다. 그러므로 이 논문은 반군의 자원 생산이 정부의 민간인 대량 학살을 억제한다는 주장을 완벽하게 증명하지 못한다.

영문 초록

Under what conditions do state leaders engaging in civil war massacre noncombatant civilians or refrain from killing a large number of civilians? This article investigates this question, restricting attention to insurgents’ lootable resources. It explores how rebels’ exploitation of lootable resources accounts for the extent of the government’s civilian killings. I argue that insurgents who exploit lootable resources tend to mistreat civilian populations, which discourages the government from orchestrating massive civilian killings. Conversely, insurgent groups that do not control lootable resources exert efforts to receive civilian support, which stimulates the government’s massive civilian killings. To verify this argument, I construct a dataset that contains information on civil wars from 1945 to 2007 and perform statistical analyses. The results reveal that negative binomial regression models capture the effect of insurgents’ lootable resource on the extent of the government’s civilian killings, whereas OLS models do not. This suggests that the effect of lootable resource is contingent upon which statistical methods to employ, which constrains me from asserting the inverse relationship between rebels’ lootable resources and the scale of civilian killings perpetrated by the government.
