국문 초록

왜 어떤 반군 조직은 성공적으로 발전하여 오래 지속하는 반면 다른 조직들은 그렇지 못하는가? 본 논문에서는 반군 조직의 형성과 발전에 초점을 맞춤으로써 이 연구질문에 답해보고자 한다. 반군조직은 형성기와 발전기에 서로 다른 조직적 요소를 필요로 한다. 이러한 요소들 중 조직의 형성기에서 발전기로 넘어갈 때의 가장 중요한 부분인 ‘조직적 확장 전략’을 제대로 시행할 수 있는 지에 영향을 끼치는 것이 바로 인적자원에 대한 수급 문제와 물적 기반의 확보이기 때문에 이 두 가지에 초점을 맞추었다. 이 두 요소를 각각 반군 조직의 지역에 대한 영향력의 정도와 이들에 대한 타국의 원조를 통해서 측정해보고자 한다. 지역에 대한 영향력이 존재하는 동시에 타국의 원조를 받은 경우에 인적자원과 물적기반을 확보할 수 있기 때문에 반군 조직은 성공적으로 발전할 수 있고 오랜 기간 활동을 지속할 수 있을 것이다. 우간다 내전의 세 반군 조직 ‘우간다 민주 인민군 (UPDA)’, ‘신의 저항군 (LRA)’ 그리고 ‘우간다 인민군 (UDA)’의 비교 분석은 이를 뒷받침해준다.

영문 초록

Why some rebel groups successfully develop and persist while others fail? In this article, I will focus on formation and development of rebel groups to answer the question. Rebel groups need different organizational factors when they are in different phases. Out of these factors, groups’ capacity to establish and perform “Organizational expansion strategy” is crucial when they move on from an initial phase to a developmental phase. I will focus on two factors which enable group to secure the capacity: securing human and material resources. To measure these factors, I will observe whether rebel groups have enough regional control and get support from external states. Based on regional control and external support, rebel groups can mobilize human and material resource successfully. Those factors enable successful development and make rebel groups persistent in the end. Comparative case study of three Ugandan rebel groups, Uganda Democratic People’s Army, Lord’s Resistance Army and Uganda People’s army shows the importance of regional control and external support in terms of their development and persistence.
