중국의 반도체 굴기와 국가의 역할

국문 초록

중국은 ICT 산업의 핵심소재인 반도체의 자급률을 높이고, 4차 산업혁명 시대 기술패권 확보를 위해 국가 차원에서 반도체 굴기(崛起)에 나섰다. 이 논문은 제도주의 관점에서 중국의 반도체 굴기라는 적극적 반도체산업 육성 정책을 분석하였다. 이를 위해 제도적 변수를 거시적 수준의 정부규범과 정책사고, 중범위 수준의 제도적 틀, 미시적 수준의 행위자와 정책수단으로 구분하였다. 분석 결과, 첫째, 이 논문은 중국이 개혁개방 이후 시장주도적 혁신전략을 표방하고 있지만, 반도체와 같은 전략산업 분야에서는 국가의 역할이 제도적 차원에서 재강화 되고 있음을 보여주었다. 둘째, 이에 따라 이 논문은 중국의 반도체산업은 기존 동아시아 발전국가들이 시장지향적 기제를 효율적으로 활용하여 성장해 온 방식과는 달리, 국가주도적 발전 경로에 의존한 신발전주의 시각으로 분석하는 것이 타당하다고 주장한다. 셋째, 중국의 반도체산업은 중앙정부 수준에서의 적극적 개입이 지방정부와 기업 수준에서의 효과적 실행으로 이어지지 않는 구조적인 어려움을 내포하고 있음을 알 수 있었다.

영문 초록

In the face of the fierce competition with the United States for leadership in the 4th industrial revolution, China has initiated strategic plans, Guidelines to Promote National IC Industry Development and Made in China 2025, to enhance self-sufficiency of semiconductor chips that serve as a key driver of the ICT industry. This study analyzes China’s rise in the semiconductor industry from an institutional perspective, which includes government norms and policy ideas at the macro-level framework, institutional mechanism at the meso-level, actors and policy measures at the micro-level. This study revealed several meaningful findings, as follows. First, this study suggests that it is a reasonable way to look at China from a ‘neo-developmentalist’ perspective– a state-centric explanation of economic development, not a market-oriented explanation. Second, although China has introduced market-oriented innovation policies since Chinese Open Reform, the state has been still deeply involved with policy design and implementation in such strategic industries as the semiconductor. Third, structured uncertainty is found where the radical policy innovation designed by the central government is not congruent with the incremental policy implementation by local governments and chip companies.
