직업능력개발훈련의 과정평가형 국가기술자격제도 운영성과에 관한 연구

국문 초록

본 연구의 목적은 우리나라 자격제도 개정이후 자격제도 변화에 따라 새로이 도입되어 운영되어 오고 있는 직업능력개발훈련 과정평가형 국가기술자격제도의 운영성과에 대한 연구를 토대로 과정평가형 국가기술자격제도의 효율적인 운영방안을 제시하고자한다. NCS(국가직무능력표준) 직업능력개발훈련 과정평가형 국가기술자격제도와 검정형 자격제도를 비교하고, HRD-Net 과정평가형 직업능력개발훈련 운영기관의 운영성과 자료와 한국 산업인력공단 통계자료를 기준으로 분석하였으며, 이와 함께 선행연구자의 학위논문과 문헌자료를 토대로 과정평가형 국가기술자격제도 운영성과에 대한 문제를 분석하였다. 분석결과 직업능력개발훈련 과정평가형 국가기술자격제도 운영의 문제와는 달리 과정평가형 국가기술자격제도 참여 훈련생의 만족도와 자격증 취득률뿐만 아니라, 취업률과 취업후 고용유지기간도 검정형 자격참여보다는 높게 나타났다. 결과에 따라 직업능력개발훈련 과정평가형 국가기술자격제도의 중요성과 운영체계 안정화및 산업사회 변화에 따른 실무위주의 자격요건의 형평성에 맞는 직업능력개발훈련 과정평가형 국가기술자격제도 운영의 전문화가 필요하여, 운영의 효율화 방안을 제시하였다. 연구 결과를 토대로 과정평가형 국가기술자격 운영기관 선정과 운영의 중요성 그리고, 개선방안 제시로 직업능력개발훈련 과정평가형 국가기술자격제도의 효율적인 운영에 도움이 될 것이라 판단된다.

영문 초록

The purpose of this study is to present the efficient operation plan of the course evaluation national technical qualification system based on the research on the operation performance of the vocational skills development training course evaluation system, which has been newly introduced and operated since the revision of the qualification system in Korea. The NCS (National Competency Standards) Competency Development Training Course Evaluation-type National Technical Qualification System was compared with the HRD-Net Competency Development Training Operating Institution s operational performance data and Korea Occupational Manpower Corporation s statistics. As a result of the analysis, unlike the operation of the national technical qualification system for vocational skills development and training, not only the satisfaction rate and certification rate of trainees participating in the course evaluation system, but also the employment rate and post-employment period were higher than the qualification. According to the results, specialization in the operation of the vocational skills development training course evaluation-type national technical qualification system was needed to meet the importance of the vocational skills development training course evaluation system and the fairness of working-level qualification. Based on the results of the research, the importance of selecting and operating a courseevaluated national technical qualification management institution, and suggesting improvement measures will help the efficient operation of the vocational skills development training course-evaluated national technical qualification system.
