예비군지휘관의 직무역량 향상 방안 연구

국문 초록

본 연구의 목적은 ｢국방개혁2.0｣ 중 예비전력 정예화를 국가안보집단의 일원인 예비전력 군무원(이하, 예비군지휘관)들에게 적용하기 위해 개선이 필요한 법적.제도적 문제점과 발전방안을 제시하고, 예비전력 정예화와 연계된 예비군지휘관의 직무역량 향상을 위한 체계화된 교육훈련방안을 살펴보고자 한다. 본 연구에서 문헌은 예비전력 정예화와 예비군 지휘관 관련된 최근의 논문, 연구서 및 학술지 등을 중심으로 살펴보기 위해, 예비군 정예화 관련된 국방대학교(2020)의 예비전력 발전세미나 [2020예비전력 정예화 혁신]을, 직무역량 관련된 연구논문 중 우리나라 공직리더십 교육훈련의 실태분석 및 개선방안(2019) 등 최근 자료를 우선 고찰하였고, 기타 학위논문과 학술지 등 예비군과 예비군지휘관과 관련된 연구와 예비군지휘관 모범사례들을 고찰하였다. 본 연구결과 예비군 정예화를 위해 첫째, 법령을 개정하여 예비군을 국군의 조직에 포함하고, 이원화되어 있는 지휘관계는 국방부로 일원화하며, 기존 직무교육기관의 소속을 육군 동원전력사령부(2018년 창설)으로 조정하여 국방대학교 직무교육원으로 전환함이 타당하다. 둘째 예비군지휘관의 직무역량 향상을 위한 교육훈련체계는 기존 단순 보수교육을 변경하여 근속연수와 임무수행에 따라 단계별 교육으로 나누어 실시한다는 점에서 의미를 찾을 수 있다. 본 연구는 예비군 정예화를 위한 예비전력 운용 및 관리의 종합적인 범주에서 예비군 관련 법 및 제도 분야 개선과 예비군지휘관 직무능력 향상 위해 제시된 교육훈련체계 모델은 한국군 예비전력정책의 발전을 기대할 수 있을 것이다.

영문 초록

The purpose of this study is to present the problems and development of the current reserve commander s leadership to ensure that the reserve commander (hereinafter referred to as the reserve commander), a member of the national security group, needs to strengthen his leadership capabilities suitable for 21C. While most academic research focuses on institutional and organizational research to implement the future national security blueprint, Defense Reform 2.0, research on how to develop and educate leadership of reserve commanders working within the organization is insufficient. In this study, the literature reviewed the preliminary power development seminar [Innovation of the elite power] of the National Defense University (2020), the research paper (2019) analyzed and improved the status of public service leadership education and training in Korea, and the academic journal Best Practices for Reserve Commanders (2018-2020). As a result of this study, it is reasonable to include the reserve forces in the Korean military s organization, unify the dualized command relationship to the Ministry of National Defense, adjust its affiliation to the Army Mobilization Command (established in 2018). Second, the education and training system to improve the job performance capabilities of the reserve command management leadership will contribute to the improvement of military combat power by dividing it into differentiated basic education, professional education, and special education. This study will contribute to the eliteization of reserve forces through improvements in the field of law and drafting related to reserve forces, and I am confident that the proposed training system model will greatly help improve reserve commander leadership and job performance.
