수산부산물 입법화를 위한 방안 연구

국문 초록

우리나라는 3면이 바다로 둘러싸여 있어 수산물이 굉장히 풍부한 나라이다. 수산물은 귀중한 단백원이며, 경제활동에도 중추적인 역할을 담당하고 있다. 하지만 수산물에서 발생하는 부산물은 현대 사회에서 처리하기 어려운 폐기물로 취급되고 있다. 특히 수산부산물은 하루라도 방치되면 부패 및 악취가 발생하여 환경오염 및 훼손의 문제로 여겨졌다. 이를 해결하기 위해서 다양한 방향에서의 노력이 이루어지고 있으나, 실질적인 입법화가 이루어지지 못함으로 인해 발전하지 못하고 있다. 그러나 최근 수산부산물을 재활용할 수 있도록 하기 위한 입법화 노력이 지속되고 있다. 2013년 유기준의원의 대표발의 ｢수산부산물 재활용 촉진에 관한 법률안｣을 시작으로, 2020년 6월 30일 주철현의원의 대표발의 ｢수산부산물 재활용 촉진에 관한 법률안｣, 2020년 2월 17일 정점식의원의 대표발의 ｢수산부산물 처리 및 재활용 촉진에 관한 법률안｣이 있다. 모두 수산부산물을 대상으로 하고, 재활용할 수 있는 입법적 근거를 마련하였다는 점에서 우수하다고 할 수 있다. 다만 아직 입법화되지 않은 점이 아쉽지만, 현재 입법화과정에 있으므로 곧 통과될 것으로 기대한다. 이를 통해 우리 수산물에 대한 낭비 및 폐기물처리에 어려움을 겪고 있는 어민들 및 수산업에 경제적 도움과 기술적 발전이 이루어질 것을 기대한다.

영문 초록

Korea is surrounded by the sea with three seashores of the four geographical directions, which provides abundant fishery resources. Fishery products have precious source of protein and take up a pivotal role for economic activities as well. However, fishery by-products are regarded as wastes that are difficult to dispose in modern society. Fishery by-products bring about decomposition and stink which made it as an issue of environmental pollution and damage. To solve this problem, they have made various efforts in a variety of ways. However, failure to make substantial legislation results in poor development. Recently, however, there are ongoing legislation efforts for recycling of fishery by-products. There are bills beginning from “A bill for promotion of fishery by-product recycling”, with a lead proposer Gi Jun Yu, member of National Assembly in 2013, to “A bill for promotion of fishery by-product recycling”, with a lead proposer Cheol Hyeon Ju, member of National Assembly on June 30, 2020 and “A bill for promotion of disposal and recycling of fishery by-product”, with a lead proposer Jeom Sik Jeong on February 17, 2020. All of these bills are good as they targeted fishery by-products and prepared the legal basis for recycling of the by-products. It is regretful, however, those bills failed to be legislated, which is still expected to be completed as they are in the process of legislation currently. We expect these efforts will help fishermen and fishery industry that suffer from wasting of fishery products and handling of wastes and further result in economic assistance and technological development.
