프랑스 과학기술산업문화센터(CCSTI)의 현황과 시사점

국문 초록

국가의 과학기술의 수준이 국가경쟁력을 결정한다. 우리나라에서도 2020년부터 과학기술문화의 창달을 위하여 과학문화 거점센터제도를 도입하였으며, 이는 프랑스의 과학기술산업문화센터와 유사하다. 프랑스에서는 최근의 지방분권 강화추진에 부응하여 시 단위에서 과학기술문화조직이 활발히 활동하고 있다. 시민들을 위한 소규모 자발적 조직들이 자신들의 고유한 기능과 역할에 과학기술산업문화 기능을 추가하여 과학기술산업문화센터(Centre du Culture Scientifique, Technique et Industrielle, CCSTI)로써의 기능과 역할을 수행하고 있다. CCSTI는 중앙정부로부터 다양한 행정적, 재정적 지원을 받고 있다. 그러나 CCSTI는 중앙정부의 지원에도 불구하고, CCSTI 국가헌장(la Charte nationale des CCSTI)에서 요구하는 기본적인 사항을 준수하면서 자율적으로도 활동하고 있으며, 프랑스 과학기술문화산업의 발전을 주도하고 있다. 특히, 연구법전 및 연구프로그램지원법은 CCSTI가 활발하게 활동할 수 있도록 법적인 근거와 지원을 동시에 제공하고 있다. 연구지원프로그램과 관련하여 최근 제정된 2020년 12월 24일 제2020-1674호 법률은 향후 10년 동안 프랑스 과학기술 연구에 대해 대규모 투자를 그 내용으로 하고 있다. 한편, 프랑스의 CCSTI는 직접적인 법적 근거에 의하여 설립되지 않았기 때문에, 지역별로 서로 다른 규칙을 가지고 출발하였다. 그러나, 공통의 규칙에 따라 통일성을 기하고자, 국가협회, 전문협회 등을 설립하였다. 오늘날에는 각 지역 CCSTI는 지역적 특성에 맞게 다양한 과학행사, 전시 및 축제 등을 개최하여, 지역 사회 내에서 최신 과학기술 및 산업문화의 대중화에 노력하고 있다. 이에 우리나라 과학기술 문화의 확산을 위하여 CCSTI 제도를 소개하고자 한다. 프랑스 CCSTI의 유래, CCSTI 목표 및 기능, 주요 CCSTI 협회와 현황을 일별하며, 그 시사점을 얻고자 한다.

영문 초록

Countries’ national levels of science and technology determine their national competitiveness. Since 2020, Korea has introduced a science and culture-based center to promote science and technology, which is similar to the Centre for Scientific, Technical and Industrial Culture in France(the Center du Culture Scientifique, Technology et Industrielle, CCSTI). In response to the recent promotion of decentralization, science, technology, and culture organizations in France are actively working at the city level. Small voluntary organizations for citizens are expanding their functions and roles as the CCSTI by adding a focus on science, technology, and industrial culture. CCSTI receives different forms of administrative and financial support from the central government. However, despite this support, CCSTI is also autonomous. In this capacity, it complies with the basic requirements set by the CCSTI National Charter (la Charte Nationale des CCSTI) and leads the development of science, technology, and industrial culture in France. In particular, the Research Code (Code de la Recherche) and the Research Program Support Act (Loi de Programme pour la Recherche) simultaneously provide legal basis and support to ensure that CCSTI remains active. Law No. 2020-1674 was recently enacted on December 24, 2020 in connection with the research support program. This law addresses large-scale investments in French science and technology research for the next 10 years. However, the CCSTI in France was not established on a direct legal basis, so it started with different rules for each region. In order to achieve greater unity according to common rules, national and professional associations were established. Today, the CCSTI in each region is striving to popularize the latest science, technology, and industrial culture within local communities by holding scientific events, exhibitions, and festivals based on regional characteristics. Therefore, I would like to introduce the CCSTI system to spread the science and technology culture in Korea. This study reviews the CCSTI’s origins in France, its goals and functions, and the current status of major CCSTI associations to derive significant implications for its application in Korea.
