기업수요 조사를 통한 개성공단 운영 고도화 방안 연구

국문 초록

개성공단은 2018년 9월에 개최된 3차 남북정상회담에서 조건이 마련되는 데 따라 우선 정상화하기로 합의한 사업으로서 남북간 성공적인 경협의 선례라는 점에서 상징성을 가지는 중요한 사업이다. 개성공단의 재개는 그 자체가 남북 경협 재개의 신호탄이자 새로운 남북경제공동특구 조성을 위한 선도지역이라는 점에서 중요성을 가지고 있기 때문에 향후 여건 개선을 대비한 개성공단 운영 고도화에 관한 심도 있는 연구가 필요하다. 이와 같은 연구의 필요성을 바탕으로 본 연구는 남북협력시대 대비 기업수요 조사를 통해 개성공단 운영 고도화 방안을 제시하는 데 목적을 두고 있다. 먼저, 개성공단 운영관련 선행연구와 기업조사 검토를 통해 공단운영과 관련된 기존 논의를 살펴보고 다음으로 개성공단 참여에 관한 기업수요 조사를 통해 기업유형별 개성공단 참여 의향과 사업계획 등을 파악하였다. 특히 기업수요 조사는 기업을 유형별로 기진출 기업, 미진출 기업으로 구분하였고, 미진출 기업은 다시 일반 중소기업, 벤처기업 및 기술기반 스타트업으로 구분하여 각 기업유형별로 수요가 어떠한 차이를 보이고 있는지를 살펴보았다. 마지막으로 이러한 분석결과를 토대로 개성공단 운영 고도화 방안을 협력체계의 개선과 산업구조의 고도화 측면에서 제시하였다.

영문 초록

The resumption of operation of the Gaesong Industrial Complex itself is a sign of the restart of the Inter-Korean economic cooperation, and the Gaesong Industrial Complex will serve a leading and significant role in newly creating a special inter-Korean economic zone. Thus, an in-depth research on the advancement of the Gaesong Industrial Complex is needed to develop a plan for the fulfilment of conditions that may be required in the future. Taking into account the need for this research, this study aims to suggest a plan to advance the operation of the Gaesong Industrial Complex by using a corporate demand survey, in preparation for the era of inter-Korean cooperation. To that end, first, we reviewed the discussions related to the operation of the complex by examining prior studies and corporate survey materials. Then, the intention and business plans of companies willing to run abusiness in the Gaesong Industrial Complex were identified by conducting a corporate demand survey. In particular, in the company demand survey, those companies surveyed were classified into new entrants and non-entrants, and non-entrants were again divided into general SMEs, venture companies, and technology-based startups in order to analyze how their demand varies by company type. Finally, based on such analysis results, the measures to upgrade the operation of the complex have been proposed, which would improve the inter-Korean cooperation system and upgrade the industrial structure of the two Koreas.
