국문 초록

목적: 본 연구의 목적은 공공의대 설립에 관한 기간별 인터넷 여론을 분석하여 시기별 여론을 파악하고, 정책 방향에 대한 제언을 제공하기 위함이다. 방법: 2018년 10월 1일부터 2020년 10월 8일까지 R을 활용하여 공공의대와 관련된 네이버와 다음의 2,031개의 제휴기사로부터 153,144개 댓글을전체기간 및 주요 시기별로 빈도분석, 연관규칙분석 및 테마분석을 시행하였다. 결과: 전체기간에서“입학 추천제 문제 제기”, “정책 철회 요구” 테마가 크게 대두되었다. “지방 필수의료 부족 공감”, “공공의료인력 부족 공감” 테마에서 여론의 공감대를 확인하였고, 정책 반대 여론의 주요 쟁점사항은 기피 진료과 인력 수급과 지방 근무의 연속성 등이 제기되었다. 정부와 의사집단 모두에 대한 불만은시간이 지남에 따라 지속적으로 고조됨을 보였다. 결론: 원활한 정책 진행을 위해선 입학 추천제 문제 등 제기되고 있는 의혹에 대한 해소가 반드시 필요하며, 여론은 지방 필수의료와 공공의료인력의부족함에 대해 공감하고 있는 바, 기피 진료과 인력 수급과 지방 근무의 연속성 등 주요 쟁점사항들을 의료계와 긴밀히 논의하여 충분한 숙의과정을 거쳐 사회적 합의를 이뤄가는 것이 필요하다.

영문 초록

Objectives: The purpose of this research is to analyze internet public opinion on the establishment of public medical school and to provide suggestions on policy direction. Methods: From October 1, 2018 to October 8, 2020, R programing is used to collect 153,144 comments from Naver and Daum s 2,031 articles related to public medical school. Frequency analysis, association rule Analysis, and thematic analysis are conducted by period. Results: The themes of recommendation problem for admission and withdrawal of policy emerge greatly throughout the whole period. Public consensus is confirmed under the themes of sympathy for lack of essential health care in local and sympathy for lack of public health workers . major issues of public opinion against the policy are raised such as manpower supply and demand on unpopular medical departments and continuity of medical service in local. Complaints against both the government and the doctors are intensified over time. Conclusions: In order to smoothly proceed with the policy, it is essential to resolve the suspicion over Public medical school gate, including the issue of recommendation problem for admission. Public opinion empathizes lack of essential health care in local and public health workers, therefore it is necessary to closely discuss major issues with the medical community, such as manpower supply and demand on unpopular medical departments, continuity of medical service in local, and reach a social consensus through sufficient deliberation.
