제주특별자치도 협치 활성화 방안 연구

국문 초록

이 논문은 제주특별자치도가 민선 6기 도정 출범 초기부터 추진하고 있는 `협치정책`을 고찰하고 이를 토대로 제주지역 협치 활성화 방안을 제시해 보려는 연구이다. 민선 6기 제주특별자치도 도정은 협치의 의미를` 민간의 참여, 공무원들의 칸막이를 뛰어 넘는 협업, 여야와 시민사회단체, 현장 전문가들을 포함해 도민 주도로 도정을 운영하는 것`, `지역주민과 함께 다스림`이라고 하였다. 그러나 도정 출범 초기부터 제주도정의 협치는 많은 문제점을 나타내었다. 무엇보다 협치에 대한 폭넓은 사전논의가 없었고 구체적인 개념이나 실행 원칙, 구축전략 등이 명확하게 나타나지 않는다는 것이 지역사회 여론의 지적이다. 또한 협치 활성화를 위해 많은 제도적 보완과 지역사회 공감대 확산, 협치 주체들의 역량강화 둥이 우선되어야 한다는 여론도 있었다. 지방 협치 구축과 활성화 방안을 제시하면, 첫째, 민관이 상호 이해하고 신뢰를 쌓기 위한 제도와 인식의 혁신이 필요하다. 둘째, 제주도민의 능동적 참여가 활성화되어야 한다. 셋째, 민간의 협치 역량이 강화되어야 한다. 도민의 삶의 질 향상을 위해 지역사회 문제를 해결하고자 행정과 NGO간 사회문제 해결방안 모색 및 공동 협력사업 발굴에 주력해야 한다. 넷째, 단계별, 부문별 협치 교육이 필요하다. 다섯째, 협치 친화적 예산 운영체계로의 혁신이 필요하다. 여섯째, 협치 행정이 성과를 통해 협치 효과가 나타나기 위한 협치 평가 시스템이 도입되어야 한다. 협치 활성화 정도를 측정하는 모니터링 평가시스템을 구축하여 우수 협치 추진 실행기관에 인센티브를 제공하면 협치 패러다임을 확산시킬 수 있다.

영문 초록

The purpose of this study is to analyze of local governance of Jeju Special Self-Governing Province and to present the activation of local governance in Jeju. The concept of local governance is consist of participation(in public affairs), cooperation (working together), trust, partnership and social network. For the construction of local governance needs positive and spontaneous participation, cooperation, social network, trust, network and understanding of local governance. But Jeju Special Self-Governing Province is not prepare to the elements of local governance and is not understand the concept of local governance. A plan on construction and revitalization of local governance are as following. First, For the understanding of local governance needs innovation of institution and perception of residents in Jeju. Second, Positive and spontaneous participation of residents in Jeju is the premise of construction of local governance system. Third, Strengthen the empowerment of local governance of private sector. NGO is the main partner of local governance. Especially capability of NGO`s is the premise of construction of local governance system. Fourth, Various chance of study and civic education about local governance. Study and civic education about local governance is the premise of construction of local governance system. Fifth, For the administration of local governance needs innovation of governance budget adminstration system. It will be put through maximized the effect of local governance system. Sixth, For the administration of local governance needs evaluation system and monitoring system. If incentive provide to the good local governance institution, local governance will be spread.
