제주지역의 사회복지관 사업 실태 분석

국문 초록

이 연구의 목적은 제주지역의 사회복지관 사업 실태를 분석하여 사회복지관들이 지역사회 특성을 반영하면서 제 기능과 역할을 수행하고 있는지를 파악하는 것이다. 이러한 연구 목적을 달성하기 위하여 이 연구에서는 제주지역의 종합사회복지관들을 대상으로 한 중다사례 연구방법을 채택하였다. 주된 자료 수집 방법은 문헌자료이고, 분석에 사용한 문헌자료는 사회복지관이 발행하는 각종 출판물·홍보물·보고서, 홈페이지 자료 둥이다. 연구 내용은 사회복지관 관련 이론적 논의, 사회복지관별 사례분석, 종합 분석으로 구성되어 있다. 주요 분석 결과는 다음과 같다. 첫째, 분석 대상의 모든 사회복지관들은 서비스 제공 기능에 중점을 두고 있고, 사업 분야로는 기족기능강화, 교육문화, 지역사회보호 사업을 중요시하고 있다. 둘째, 사회복지관 사업은 농촌과 도시지역, 일반지역과 영구임대아파트단지, 운영 주체 간에 어떠한 차별성도 발견하지 못하였다. 셋째, 제주지역의 사회복지관들은 그 기능과 사업 분야에 있어 특성화되어 있지 못하고 엇비슷한 기능과 사업을 수행하고 있다. 이 연구의 시시점은 이렇다. 첫째, 제주지역의 사회복지관들은 지역 특성과 주민 욕구를 적절히 반영하여 특성화된 사업을 수행하려는 노력이 요구 된다. 둘째, 여러 형태의 사회복지시설들이 경쟁하는 상황 속에서 사회복지관이 발전해 나가기 위해서는 과도하게 서비스 제공 기능에 집중된 사업을 지양하고 지역조직화와 사례관리 기능의 사업을 개발하고 실천해 나기는 방안을 모색해야 한다.

영문 초록

The purpose of this article is to study community welfare center program in Jeju. The method I shall follow is the multiple-case study which includes several cases. The sources of evidence for data collection is administrative documents, written reports, announcements, internet data and the others. Major findings from the study are: First, community welfare centers in Jeju similarly lay emphasis on the function of service offer. The field of welfare program attach great importance to family function reinforcement education and culture welfare, community care services. Second, It is appeared that there is no evidence of difference between rural and urban communities, between rental apartment and general residence, between central operating bodies. Accordingly it is concluded that community welfare centers in Jeju are not specialized in the function and the field of welfare program On the basis of the major findings, we can present the following policy suggestions: First, it is need that community welfare centers in Jeju strive to practice specialized programs which community characteristics and the need of residents are reflected. Second, it is need that community welfare centers in Jeju grope for a plan which develops and enforces programs focused on the function of case management and community organization.
