음악축제 활성화 방안에 관한 연구

국문 초록

우리나라의 문화관광축제는 1995년 지방자치제 실시 이후 급증하기 시작 하여 1996년 412건에서 200l년 519건, 2003년 832건으로 증가하였으며, 2012년 현재 약 1,200건이 개최되고 있다. 이러한 축제증가로 인해 지역경제 활성화를 달성한 축제도 있으나 대부분은 지역 이미지 제고, 시민문화 향수 기회확대, 지역주민의 화합과 일체감 조성이라는 근본적 목적을 제대로 달성하지 못하고 있다. 제주의 경우에도 매해 60여 종류의 축제가 개최되지만, 투자하는 만큼 효과를 거두고 있지 못하고 있다. 반면 제주를 대표하는 음악축제인 제주 국제관악제와 제주국제합창제는 공연예술분야 국고 지원 사업 평가에서 B 등급 이상을 받는 등 발전 가능성이 매우 큰 축제로 평가 받고 있다. 2007년 평가보고서에 의하면 제주국제합창제는 제주를 소재로 한 시(詩)를 바탕으로 제주의 노래를 만들고 음반제작을 통해 제주를 알리는 작업을 한다는 점을 높게 평가받았다. 또한 제주국제관악제는 세계마칭쇼밴드챔피언십 등 독특한 프로그램 유치와 수준 높은 국내·외 연주단의 공연프로그램이 높은 평가를 받았다. 그러나 외국인 관광객에 대한 종합적인 서비스, 제주의 고 유문화를 소재로 제작된 프로그램개발, 재원확보에 관한 다양한 전략, 열악 한 재정자립도 등의 문제점에 대하여 개선방안을 제안하고 있다. 따라서 본 연구에서는 국내·외 주요 음악축제의 운영현황과 활성화요인 분석을 바 탕으로 제주지역 음악축제 활성화방안을 다음과 같이 제안한다. 첫째, 사회경제 분야로서, 다양한 교육프로그램의 운영을 통해 지역민의 자발적인 참여를 향상시키고, 지역 홍보 및 경제효과를 중점으로 도외 방 문객의 참여를 확대해야한다. 둘째, 홍보 분야로서I 축제의 상설음악단체와 해외 유학생 중심으로 운영 되는 해외투어공연, 관련 단체와의 네트워크를 통한 국내·외 대도시 교류 음악회I 인터넷 네트워크 및 소셜네트워크서비스를 활용한 온라인 홍보 등 다양한 홍보방법을 강화해야한다. 셋째, 프로그램 분야로서, 세계자연유산지역에서의 기획공연, 관악제의 특성을 살린 야외관광지 음악회, 합창제의 특성을 살린 전시 공간 또는 호 텔 실내공간에서의 음악회I 두 장르의 연합공연 또는 공연확대를 통한 오 페라, 뮤지컬, 음악극과 같은 종합예술 작품개발 등 각 음악축제별 맞춤식 공연시스템 도입이 필요하다. 넷째, 재정자립도 분야로서, 음악축제 관련 문화상품의 개발과 판매를 통 한 수익창출 및 수익의 확대, 각 축제별 상설공연을 통한 수익, 수준 높은 음악회 개최를 통한 기업협찬과 광고수익 등 재정자립도 향상방안을 마련 해야한다. 다섯째, 인프라확충 분야로서, 축제별 상설공연장 확보, 전문음악인의 육 성과 발굴, 지역 아마츄어 음악애호가에 대한 지원, 음악을 전공한 예술행 정가의 육성 등 균형적인 음악발전을 통한 인프라를 확충해야한다. 여섯째, 재원확보 분야로서, 마케팅 전문가를 활용한 국내·외의 유관기업 스폰서유치, 후원회 시스템의 운영, 관광업 분야와 패키지 협약을 통한 협 찬방안 등 다양한 재원확보 프로그램을 추진해야한다.

영문 초록

Culture & Tourism Festivals in Korea started increasing since autonomous local government was launched in 1995, and there have been over 1200 kinds of festivals produced until now. However, the primary purpose of the festival such as local invigoration, improvement of local image, expansion of increasing opportunities of cultural nostalgia for local residents and construction for unification and sense of unity between local residents haven t been quite accomplished yet despite the enlargement in numbers of the festival. In case of Jeju, about 60 kinds of festival with commitment of huge budget are held each year, yet beneficia1 effects are not quite there as expected. Fortunately, we have been lucky enough to create Arts & Culture Festival based on the combined elements of Arts and tourism due to locally unique properties of traditional culture and specialized tourism environment. This kind of distinctive festivals have satisfied tourists with both visual and emotional entertainment and those events have made various outputs out of them Especially, Jeju International Wind Ensemble Festival(JIWEF)and Jeju Internatioanl Choir Festival(JICF) are the representative festivals of Jeju which have been offici.ally spmsored by local and national goverrnt EIlls and have rontributed to the local society bringing rrme and rrme tmnists into Jeju This study is to suggest developrrent plan<; for music festival by procESS of romparing and analyzing succe;sful elerrents of mmagerrent oondition & progratr6, organization & financial resources, vitalization factors of JIWEF & JIa which have been koown to be worldwide music festivals reld in Jeju area hlsed on analysis of the study al:xmt :rmnagmm oondition and revitalization factors of 00th nationally representative festivals and internationally succe;sful festivals. In order to achieve gools of the study, a survey of music festival experts, who have :rerticipated in local music festivals, was conducted and analyzed thoroughly. This study has showed following results from the analysis of the survey. First, in order to vitalize local festivals, various progratr6 hlsed upon indigenous local culture should be coordinated and corwenient acress route to festival for local residents should be created so that local residents and tourists rould rrme easily take put in the festival. This project will eventually in:rease level of rontribution to local developrrent, so it should be carried forward as a rmjor official policy issue. Second, in order to prormte JIWEF, distirdive characteristics of wind irntnnrents should be brought into different kinds of outdoor JEfurrrnoce and nature-friendly program; such as street pnade and outdoor concert arotmd tourist attractions. Third, in order to prormte JIa, progratr6 utilized rraterials of Jeju folk song<> and myth; should be created and prormted as a rmjor policy issue. Finally, another rmjor policy issue to attract rrme people from horre and almad should focus on developing and organizing program; that 00th local residents and tmnists rould share the syrrplthy and that the residents rould be rrme easily rrutivated to be a put of the festival with corwenient access route to the venue.
